Position Title: Community Development Director/Deputy City Administrator
FLSA Classification: Exempt
Salary Grade: 18
Reports To: City Administrator

Supervisory Functions
Reporting directly to the City Administrator, the Community Development
Director/Deputy City
Administrator plays a key leadership role in City administration through
managing the Planning,
Building Safety, Engineering, Grants, Community Events, Arts, and
Recreation Departments
within the City of Moscow. This position also serves as Executive
Director for the Moscow Urban
Renewal Agency and oversees the administration of the Citys Capital
Improvement Plan. This
key leadership role serves on the Citys Executive Management Team and
helps shape the future
of the community.
DISTINGUISHING CHARACTERISTICS
The ideal candidate for this position is an experienced local government
professional with
knowledge of land use planning, capital asset management, engineering
principles and practices,
special project administration, urban renewal, and a thorough
understanding of municipal
government operations. This individual will be an effective communicator
who demonstrates
initiative and responsiveness to the elected officials, City
Administration, departments, staff, and
community stakeholders. They will be dedicated to evaluating services
with transparency and a
commitment to continuous process improvement. The ideal candidate
fosters an organizational
culture that values work-life balance as essential to a healthy and
productive workplace. They

areas, including
managing department/division activities, personnel management,
monitoring budget

expenditures, developing and revising operating procedures, prioritizing
special
projects, and coordinating department/division activities with other
departments.
Represent the City in partnerships at various meetings and events with
community
groups, outside agencies and the public. Serve as a member of the
City\'s executive
management group. Assists City Administrator in developing, preparing,
and
administering operating and capital budgets and developing overall
fiscal management
policy and direction.
Maintain effective working relationships with elected officials, City
leaders, department
heads, and other City staff. In areas of direct responsibility: manage;
select, train,
motivate, and evaluate assigned personnel; provide or coordinate staff
training; work
with employees on performance issues; direct and coordinate the work
plan for
assigned staff; assign work activities, projects, and programs; monitor
workflow; review
and evaluate work products, methods, and procedures.
Perform policy, program, and process analysis, including conducting
research,
identifying relevant issues, summarizing findings, preparing reports and
other materials,
presenting results to various stakeholders, reporting on strategic
initiatives and citywide
engagement.
Respond to questions and comments from the pu blic in a courteous and
timely manner;
communicate and coordinate regularly with others to maximize the
effectiveness and
efficiency of interdepartmental operations, activities, and messaging.
Attend and participate in professional group meetings; maintain
awareness of new
trends and developments in the field of public administration; present
new
developments as appropriate.
The City Administrator may assign the Community Development Director /
Deputy City
Administrator to serve as temporary City Administrator when the City
Administrator is
unavailable.
