About the Role
The City of Moscow is seeking a detail‑oriented, service‑minded City Recorder/CMFO to lead the City's records administration and financial operations. This position is the City's custodian of records and serves as the chief municipal finance officer, ensuring transparent governance, timely reporting, and strong internal controls. Key Responsibilities Records & Meetings
Prepare agendas, packets, and legal notices; attend Board meetings; record and publish accurate minutes.
Maintain ordinances, resolutions, contracts, and the Municipal Code; manage records retention and public records requests.
Administer oaths, attest official documents, and maintain official City seal (notary preferred). Finance & Budget
Lead annual budget development and amendments; prepare monthly/quarterly financials for the Mayor & Board.
Oversee fund accounting, accounts payable/receivable, cash management, bank reconciliations, purchasing, and payroll/benefits.
Coordinate the annual audit; ensure GAAP/GASB and Tennessee Comptroller compliance.
• Track grants and restricted funds; ensure grant reporting and drawdowns are accurate and timely. Compliance & AdministrationMaintain CMFO certification and required continuing education (or obtain within statutory timeframe).
Recommend policies, internal controls, and procurement procedures; supervise front office/clerical staff as assigned.
Provide exceptional customer service to residents, vendors, and partner agencies.
Job Type: Full-time
Pay: $ $27.50 per hour
Expected hours: 32 – 40 per week
