THE POSITION
The Purchasing & Sustainability Division seeks a strategic and detail-oriented Senior Management Analyst to lead city-wide sustainability efforts, including waste management, eco-friendly procurement, and recycling programs. This role supports the City’s climate goals and ensures compliance with California environmental regulations such as SB 253, SB 261, AB 1826, AB 341, and SB 1383. The analyst will manage grants, guide policy development, and collaborate across departments to integrate sustainable practices into operations.

IDEAL CANDIDATE
The ideal candidate is a strategic, detail-oriented professional with deep expertise in municipal procurement, sustainability programs, and financial management, particularly within California’s climate legislation framework (AB 1826, AB 341, SB 1383, Cal Recycle). They will lead sustainability initiatives, ensure regulatory compliance, and drive operational efficiency through policy development, grant oversight, and cross-departmental collaboration. Skilled in budget forecasting and strategic planning, this individual will communicate environmental goals and progress to stakeholders, foster a culture of sustainability, and advise leadership on emerging trends and risks.
Minimum Qualifications
A bachelor’s degree in finance or a closely related field; OR, equivalent related work experience; AND
A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses.
About The Purchasing & Sustainability Division
The City's Purchasing & Sustainability division operates under the Financial & Management Services department. The Division's responsibilities include centralized purchasing services through purchase orders, requests for proposals, and invitations to bid for all City operations while ensuring fair competition and conforming to the Purchasing Ordinance and accepted purchasing practices. This division is also responsible for trash collection, recycling, and special collection programs in the City.
