THE POSITION
The position presents a unique opportunity to gain valuable experience in the electric utility industry and work with a talented team of utility professionals! The City is seeking a highly skilled, analytical, and innovative Senior Management Analyst (Power Resources) to support strategic power supply planning and compliance for a publicly owned utility within the CAISO balancing authority. Reporting to the Power Supply Manager, this role is pivotal in forecasting electric load, evaluating diverse energy resource options, preparing costs analysis, and supporting financial and regulatory planning aligned with operational goals, and state mandates. Responsibilities include supporting the regular updates to the integrated resource plan (IRP), conducting cost-benefit analyses, supporting procurement and rate impact evaluations, and ensuring compliance with regulatory requirements from agencies such as CAISO, CEC, NERC, CPUC, and CARB. This position will prepare and submit regulatory reports to utility regulatory bodies at the state and federal level. The incumbent will collaborate cross-functionally with internal departments and engage externally with peer utilities and regulatory bodies, while also assisting in infrastructure alignment and capital investment planning.

IDEAL CANDIDATE
The ideal candidate brings experience in electric utility, typically through resource planning, energy trading, system forecasting, and policy analysis (preferably under CAISO protocols) or a closely related field. They excel in modeling and interpreting complex data sets to develop actionable insights and possess proficiency in analytical tools, including Excel, coding, and statistical software. A strong grasp of RA, RPS, IRP, and GHG mandates, coupled with the ability to synthesize engineering, economic, and regulatory considerations, is essential. Effective communication, technical writing, and cross-departmental collaboration are key, as is a proactive, innovative approach to managing evolving energy challenges, such as electrification and distributed energy resource integration. A bachelor’s degree or equivalent experience is required; certification or training in energy markets or forecasting is highly desirable.
MINIMUM QUALIFICATIONS
A bachelor’s degree in finance or a closely related field; OR, equivalent related work experience;AND
A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses.
Experience in a governmental agency is preferred.

The Moreno Valley Utility (MVU) manages the operation, maintenance and business planning of the City’s electric utility. The City began serving new customers in February 2004, providing safe, reliable, and economical public electric service with a focus on innovative customer solutions, infrastructure enhancement, community development, and environmentally responsible resource management.
