THE POSITION
The Senior Management Analyst in the Financial Resources Division serves as the City’s lead representative on homelessness initiatives and programs. This position is responsible for leading the City’s Homeless Ad Hoc Subcommittee meetings, acting as the primary liaison to the County Continuum of Care (CoC), represent the City in public forums, and overseeing all program service contracts related to homelessness. The role also involves seeking and managing grant opportunities to support homeless services, coordinating resources and support for the community, ensuring effective partnerships, and advancing the City’s strategies to address homelessness. This position requires a strong commitment to serving vulnerable populations with compassion, professionalism, and accountability.

IDEAL CANDIDATE
The ideal candidate is a collaborative leader with strong communication and organizational skills. They are experienced in managing community programs and partnerships, particularly in the areas of homelessness and social services. The candidate should be comfortable representing the City in public forums, building consensus across diverse stakeholders, and navigating complex policy and funding environments. They bring proven experience in identifying, applying for, and managing grants to expand resources and strengthen homeless services within the community.
Minimum Qualifications
A bachelor’s degree in public administration, social work, urban planning, finance or a closely related field; OR equivalent related work experience; AND
A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary, or programmatic analyses.
Experience in a governmental agency and/or in homeless services, housing programs, or social services is preferred.
About The Financial Resources Division
This division’s primary responsibilities include creating and communicating information about the City's budget and budget development process to citizens and businesses. This division also manages the Commercial Cannabis Regulatory Permits (CCRPs), homeless initiatives program, and acts as the Successor Agency for the former Redevelopment Agency.
