Salary Information
Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade.
**A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies and Montgomery Personnel Board Rules & Regulations**
Nature of Work
Under the broad policy guidance of the Chief Operating Officer and Chief Administrative Officer, the City Operations Program Manager serves as a key member of the City's leadership team with direct responsibility for the effective implementation of Citywide strategic and operating initiatives and policies. The COPM directs program and project implementation of the City's line functions which includes Public Works, Planning, Permitting, Inspections, Zoning, Building and Code Enforcement, Economic Development, Information Technology, Parks and Recreation, Fleet Management, Municipal Courts and Building Maintenance. The COPM will also have oversight coordination and implementation responsibility over the City's a multi-year, multi-million-dollar capital projects and special projects with responsibility for ensuring that they are delivered in a timely, high quality and cost-efficient manner. The COPM oversees two or more full-time and/or part-time employees. The ideal candidate must be able to think strategically and exercise considerable initiative and independent judgment be a creative thinker, a visionary leader and a person who understands responsibility and accountability. The position requires strong organizational, leadership, and requisite skills, experienced in developing and implementing important process improvements. This is a highly visible position which demands excellent communication, high integrity presentation, negotiation, and management skills. This position will report to a cabinet level position.
Minimum Qualifications
Must have a bachelor's degree in business, public administration, organizational management or a related field or possession of a Project Management Certification along with at least five (5) years of managerial experience to include database development and experience in financial and account reporting and a proven history of successfully managed multi-million-dollar projects resulting in client satisfaction. Candidates with relevant experience in government or military roles will also be considered.
NOTE: Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.
Kind of Examination
