Job Summary

Under general direction, plans, organizes, manages, and controls the day-to-day activities of the Recreation and Community Services Department; coordinates assigned activities with other City departments, divisions and outside agencies; and provides highly responsible and complex administrative support to the Department Director.

CLASS CHARACTERISTICS

This is a professional level position class with significant program and administration responsibilities in the recreational and social/community area. The position receives general direction from higher level personnel and exercises immediate technical supervision over lower-level personnel, to include full-time, part-time, seasonal, temporary and volunteer staff.

Examples Of Essential Duties

  • Determines community recreational and social/community interests; determines programs to be offered and resources required to implement them, including resource allocation.
  • Determines the long-term need and focus of recreation programs, including the development of optimal programs and services to meet the ever-changing means of the community.
  • Coordinates all facets of program supervision to include, but not limited to, development, supervision and evaluation; develop systems and processes to ensure the optimal success of the program.
  • Program logistics include scheduling, obtaining facilities, assisting with equipment and uniform acquisition, and providing supplies and materials.
  • Monitor program compliance with laws, rules and regulations related to recreation and community services.
  • Train, coach, motivate, monitor, correct and evaluate staff; recommend employee recognition, discipline and termination; approve payroll and time reporting records; plan and conduct staff meetings.
  • Attends conferences and meetings; participates in various organizations and committees related to assignments.
  • Coordinates with community sports organizations, non-profit organizations, partnering organizations and other City departments.
  • Assist in developing, preparing and administering the Department budget, including preparing cost estimates and recommendations.
  • Develop and implement Department policies, procedures and fee schedules on an ongoing basis.
  • Promote and publicize recreation programs and activities; prepare and coordinate the development of program and event publicity, including flyers, brochures, news releases, etc.
  • Prepare and maintain records and evaluation reports on new and on-going program offerings.
  • Performs related duties as assigned.

Typical Qualifications

Education and Experience:

  • Equivalent to Bachelor’s degree from an accredited college or university in recreation, public administration, physical education or related field.
  • Five (5) years progressively responsible experience as a recreational professional. Two (2) of which include supervisory responsibilities in parks and/or recreation, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Special Requirements

  • Valid Class “C” California driver’s license.
  • Travel to locations throughout the City may be required

Knowledge Of

  • Principles, practices and activities of recreation and community programs.
  • Principles and practices of program planning and implementation.
  • Safety and risk management practices relate to the recreation field.
  • Federal, State, County, and City laws, codes, regulations and guidelines affecting recreation programs and activities.
  • Personnel administration and budgeting.
  • Administrative processes such as purchasing, inventory control and scheduling.
  • Recreational, social and cultural needs of the community.

Ability To

  • Plan, organize, and direct a variety of recreation and community programs including adult sports, youth sports and classes.
  • Establish and maintain effective working relationships with staff, volunteers, City Council, Commissions and Committees, community organizations, individual citizens, government agencies, contractors and vendors.
  • Analyze problems, identify feasible solutions, and implement recommendations in support of goals.
  • Assess and monitor community needs; identify opportunities for improving services and procedures for development and implementation of new program areas.
  • Maintain administrative systems for facility program and scheduling, calendaring and other functions.
  • Analyze, interpret and explain Department policies and procedures.
  • Participate in long-range and strategic planning.
  • Work independently with little direct supervision; work effectively under pressure and deadlines with consistent interruptions.
  • Communicate clearly, concisely, and effectively, both orally and in writing.

Physical Demands

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more are also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use cleaning and lubricating chemicals, which may expose the employee to fumes or airborne particles, and the incumbents may be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and often work with constant interruptions. The incumbent may be required to respond to after-hours emergency callouts and perform routine standby duties.
