DEFINITION/ DISTINGUISHING CHARACTERISTICS OF JOB
The Construction Project Manager inspects dwellings & other Public facility structures for compliance with provisions of Federal, State & Local Laws, rules, and regulations.
Responsible for and monitors the work of rehabilitation contractors to ensure the performance of the work-write-ups, floor plans, and contracts. Work involves identification of substandard conditions and estimating the quality of labor and materials necessary for new construction, to eliminate health and safety code violations and/or bring the dwelling up to compliance with the assistance of the building code official, electrical & plumbing officials, as well as being familiar with HUD Housing & Federal rehabilitation standards. Work is performed under the general supervision of the Community Development Director.
The Construction Project Manager will also provide leadership to a part-time Construction Inspector.
ESSENTIAL JOB DUTIES
· Identifies damaged or deteriorated structural components or finishing materials determines the type and amount of material necessary to repair or replace the conditions in order to obtain compliance with the applicable building codes and regulations.
· Trace and draft maps, prepare floor plans in a simple fashion and fill in details on roughly outlined plans.
· Prepares estimates of materials and labor cost as well as work write-ups utilizing Computer Hardware, Adobe Pro, Excel, and Neighborly software or familiar with cost-estimate or work-writeup computer-based software to complete square footage, linear footage, and quality of fixtures for public facilities & housing projects.
· Inspects the work of private rehabilitation and/or new construction projects completed by contractors to ensure compliance with standards of quality workmanship, construction practices, codes and to ensure the performance of work-write-up, floor plan, and contract specifications.
· Explains work characteristics and limitations as defined in program guidelines to housing unit owners and occupants; monitors contractors' work to ensure compliance with housing codes. Investigates housing complaints & prepares reports of violations found.
· Responsible for HUD annual construction-related reports and the environmental reviews related to housing and public facilities projects.
· Performs other duties and related work as required.
MINIMUM QUALIFICATIONS
· Bachelor’s Degree from an accredited college or university in Construction Management.
· At least one (1) year of experience or can substitute college completed courses for one (1) year of experience.
· Ability to operate a motor vehicle and have a valid State of Louisiana driver's license.
KNOWLEDGE, SKILLS & ABILITIES
· Knowledge of the modern materials and methods and standards of routine residential and housing new construction and rehabilitation.
· Knowledge of the work limitations and regulations of the assigned inspection program.
· Ability to identify substandard housing conditions and to determine the appropriate repair and renovation of structural, plumbing, and electrical components necessary to comply with applicable codes and regulations.
· Ability to establish and identify structures that are beyond feasible restoration or which pose significant safety hazards.
· Ability to establish and maintain effective working relationships with program contractors, dwelling occupants, fellow employees, and the general public.
· Ability to make written and verbal presentations to small civic groups and the general public to provide information on the status of construction projects; communicate clearly and effectively orally and in writing.
· Understand, interpret and enforce compliance with plans, specifications, bid documents, and contract provisions; ability to complete pay requests change orders; understand specifications, bid documents, and contract provisions.
Working Conditions:
Work in an office setting or field project trailer with limited amenities. Incumbents also are required to work out-of-doors and in all kinds of weather.

Selected position in this class may require training and/or experience in specific fields such building, electrical, or plumbing, repair, and renovation.
