What are the responsibilities and job description for the AIRPORT DIRECTOR position at City of Monroe (NC)?

Performs complex skilled technical and administrative work planning and directing the operations of the Airport; does related work as required. Work involves setting policies and goals under the direction of the City Manager. Supervision is exercise over all department personnel.

 This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker may be exposed to extreme heat, cold, and various inclement weather conditions.

Coordinating and supervising administrative and operational functions of a general aviation airport; reviewing leases and legal documents as they pertain to property transactions; developing and maintaining financial records and reports; maintaining grant records related to construction projects. Develops, administers and oversees the annual operations and maintenance budget and associated accounting activities. Reviews construction plans and specifications; administers grant projects and contracts. Monitors daily/weekly/monthly accounting including fuel accounting. Serves as leasing g agent; manages building leasing, tenant improvements, and marketing. Responsible for the oversight of all capital improvement projects on the airport property. Oversees the day-to-day management of all assigned Fixed Based Operator (FBO) operations. Formulates and implements programs for marketing and promotion of the airport facilities. Conducts performance evaluations; review time sheets; handle personnel actions; assist with the recruitment and selection of department personnel; supervises and oversees the training of new employees. Meets productivity goals and maintains a clean, safe, and appealing facility. Communicates deadlines, company plans and other pertinent information airport personnel. Ensures that all applicable FAA, OSHA, Environmental, labor, policies, regulations and procedures are followed and enforced.  Attends training, conferences, seminars, meetings, etc.; to enhance job knowledge. Develops new business and retains current customers. Perform related tasks as required.

Comprehensive knowledge of public management and organization theories, principles, practices and techniques at the local level; comprehensive knowledge of all applicable FAA, local airport authority, environmental, manufacturers’, airline specific and safety regulations and requirements; comprehensive knowledge of airport operation and maintenance; comprehensive knowledge of safety precautions necessary in airport operations; comprehensive knowledge of federal, state and local rules and regulations governing the use and operation of airports; thorough knowledge of the methods, materials and practices employed in building and grounds maintenance, including the maintenance of different types of paving and the proper drainage of land areas; thorough knowledge of the use of standard office software; ability to plan, lay out, supervise and inspect the work of subordinates; ability to keep financial records and prepare reports; ability to analyze and develop budget estimates; ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare working procedures; ability to communicate ideas effectively orally and in writing; ability to establish and maintain effective working relationships with City officials, associates, and the general public.

 

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in airport management, business administration or related field and extensive experience in airport management including management of special Fixed Based Operator’s for maintenance and flight training of various types of aircraft, aircraft fueling, and deicing.

Possession of an appropriate driver’s license valid in the State of North Carolina.

The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Human Resources, Information Technology, Parks and Recreation, Planning and Development, Police Department, and Water Resources.
