How You’ll Contribute

As the Assistant Director of Engineering, you will support the Director of Engineering in overseeing the City’s Engineering Department. You will assist with planning, design, construction, and maintenance of public infrastructure projects, and serve as the City’s licensed Professional Engineer of record when delegated. In this role, you will help manage staff, coordinate with contractors and outside agencies, and ensure compliance with laws, regulations, and professional standards. You will also act on behalf of the Director of Engineering when assigned.

Essential Duties

  • Assist the Director of Engineering in managing the Engineering Department’s services and activities, including design, planning, surveying, development review, and construction management.
  • Support the development, prioritization, and execution of the City’s Capital Improvement Program (CIP) in collaboration with the Director of Engineering, City Administrator, Department Directors, and City Council.
  • Research and help administer grants and external funding sources for capital projects.
  • Assist in reviewing and preparing plans, specifications, environmental reports, and permits; sign and seal documents as delegated.
  • Provide technical expertise and assist with monitoring construction practices, methods, and materials to ensure quality and efficiency.
  • Help supervise department staff, including assigning work, providing guidance, and evaluating performance as delegated by the Director.
  • Assist in developing and maintaining department goals, objectives, policies, and service standards.
  • Support responses to citizen inquiries, contractor claims, and developer disputes; provide customer service in coordination with the Director.
  • Serve as liaison with other departments, agencies, contractors, and residents to support project coordination and communication.
  • Represent the City in meetings, committees, and professional associations when delegated by the Director.
  • Assist with the preparation and administration of the department’s budget.
  • Ensure compliance with local, state, and federal regulations and accepted engineering practices under the guidance of the Director.
  • Perform and oversee development review and provide engineering expertise to support community growth and development.
  • Prepare and manage confidential information, including personnel and labor relations matters.
  • Perform other duties as assigned.

Qualifications

Knowledge, Skills, and Abilities

  • Strong knowledge of civil engineering principles, practices, and standards related to municipal infrastructure.
  • Familiarity with laws, regulations, and permitting requirements affecting engineering and construction projects.
  • Skilled in reviewing engineering documents, environmental assessments, design reports, and construction contracts.
  • Knowledge of surveying, traffic engineering, and subdivision infrastructure.
  • Strong project management and organizational skills, with ability to assist in overseeing complex projects.
  • Excellent communication skills, with the ability to engage effectively with employees, contractors, elected officials, and the public.
  • Strong problem-solving and analytical abilities, with capacity to support decision-making and develop recommendations.
  • Commitment to collaboration, confidentiality, and providing high-quality customer service.

Education & Experience

A combination of education and experience equivalent to the following:

  • Bachelor’s degree in civil engineering from an accredited college or university.
  • Seven (7) years of progressively responsible experience in civil engineering, including supervisory experience.

Licenses and Certifications

  • Licensed Professional Engineer (PE) in the State of Illinois or another state with the ability to obtain reciprocity within 6 months of hire.
  • Valid Illinois Driver’s License or equivalent.

This role regularly requires talking and hearing and frequently involves sitting. Occasional activities include standing, walking, and reaching with hands and arms. The employee may occasionally lift and/or move up to 25 pounds. Vision requirements include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.

Work is performed in both office and outdoor environments. Outdoor work may involve exposure to weather, noise, and construction site conditions. The work environment is usually quiet indoors.

Eligibility For Insurance Begins The First Of The Month Following a 30-day Waiting Period For New Employees. The City And The Employees Share In The Cost Of The Plans. Medical, Dental, And Vision Plans Available To Employees, Retirees, And Other Eligible Dependents Include

  • A self-funded, comprehensive dental plan
  • A self-funded vision plan
  • A self-funded medical plan (including prescription drug coverage)

Pension

American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

Paid Time Off

The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

Deferred Compensation & Roth IRA Plan

The City offers a voluntary 457 and Roth IRA retirement savings plan through International City Management Association Retirement Corporation (ICMA-RC). Employees can contribute a portion of their salary to this plan to assist them in building retirement security.

Flexible Spending Plan

Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan the first of the month following a 30-day waiting period.

Employee Assistant Program (EAP)

The City of Moline offers employees and their immediate family members confidential, professional counseling services and specialty referrals. An assessment and six free counseling sessions are provided.

Life Insurance

A voluntary, decreasing term life insurance policy is available for employees participating in the IMRF pension. This policy provides coverage for employees, their spouses and any eligible dependents.
