How You’ll Contribute

As a Design Engineer, you’ll contribute directly to the planning and delivery of high-quality public infrastructure that serves the City’s residents and businesses. Working under the direction of the Assistant Director of Engineering, you’ll design streets, utilities, parks, and other public works projects by applying sound engineering principles, City standards, and regulatory requirements, including ADA, IDOT, and Complete Streets policies. Your work will support capital improvement projects from concept through construction by preparing accurate plans, specifications, permits, and cost estimates, coordinating with internal staff, consultants, and contractors, and ensuring designs are safe, compliant, and constructible. Through thoughtful problem-solving, technical expertise, and collaboration, you’ll help deliver durable, efficient, and community-focused infrastructure solutions for the City.
  • Design and prepare plans, drawings, and engineering calculations for streets, utilities, parks, parking lots, and other municipal infrastructure projects
  • Develop schematic, preliminary, construction, and as-built drawings for City public works projects
  • Identify and incorporate safety, ADA, IDOT, Complete Streets, traffic calming, and local regulatory requirements into project designs
  • Coordinate survey needs and integrate survey data into design and drafting software
  • Prepare project specifications, contract documents, bid materials, and cost estimates
  • Generate and submit required State and Federal permit applications and documentation for capital improvement projects
  • Perform Phase I and Phase II engineering for federally funded projects in coordination with IDOT and the Federal Highway Administration
  • Coordinate with inspectors, contractors, consultants, and City staff to ensure designs comply with plans, codes, and safety standards
  • Review private development plans and externally prepared engineering projects for compliance with City standards
  • Support capital improvement planning by developing project scopes, budgets, and schedules
  • Ensure quality and accuracy of engineering designs through analysis, problem-solving, and application of sound engineering principles
  • Prepare technical reports, studies, and documentation related to public works projects
  • Participate on City committees, including Complete Streets and Traffic Committees, as assigned
  • Other duties as assigned
Knowledge, Skills, and Abilities
  • Knowledge of civil engineering principles and practices related to municipal streets, utilities, drainage, and public infrastructure
  • Knowledge of applicable local, state, and federal laws, regulations, standards, and permitting requirements, including ADA and IDOT requirements
  • Skill in preparing engineering designs, plans, specifications, and construction documents for public works projects
  • Skill in using computer-aided design and drafting software, preferably AutoCAD, and GIS applications such as the ArcGIS Suite
  • Skill in organizing, managing, and reporting on multiple engineering projects while meeting deadlines and quality standards
  • Ability to perform advanced mathematical and analytical computations related to engineering design and problem solving
  • Ability to communicate technical information clearly and effectively to staff, contractors, officials, and the public
  • Ability to analyze plans and proposals prepared by others, identify issues, and ensure compliance with City standards and policies
Education & Experience
  • Bachelor’s degree from an accredited college or university in civil engineering, construction engineering, engineering technology, or a related field
  • Experience in the design and drafting of municipal infrastructure projects, including streets, utilities, and public works facilities
  • Experience using computer-aided design and drafting software for municipal infrastructure applications, preferably AutoCAD
  • Experience with GIS applications and data integration related to engineering design and mapping preferred
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered
Licenses and Certifications
  • Valid Illinois driver’s license or equivalent
  • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification preferred

The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions and risk of electrical shock. The noise level in the work environment is usually quiet.
