KIND OF WORK:
This is professional, administrative, and supervisory work in the direction, coordination and implementation of public information, public relations, marketing, and community engagement activities for Mobile City Council.
EXAMPLES OF WORK:

Leads the City Council Public Communications and Community Engagement with meeting the responsibility of effectively communicating with various publics (stakeholders) in order to enhance understanding of local governmental services.
Directs and coordinates communication with officials, directors, departmental staff, media representatives, civic/community groups, and the general public with (but not limited to) news releases, news conferences, and digital and social media
Directs the development and operations of public information campaigns and programs to publicize City Council programs, achievements, and other information regarding City Council functions that are of interest to the general public through multiple communication channels (print, digital, etc.).
Directs the planning and scheduling of special projects, programs, functions, and events including coordination of securing contracts or insurance certificates.
Represents the City Council in public meetings and speaking engagements with civic, business and service organizations.
Evaluates the effectiveness of public information outreaches.
Answers public inquiries.
Performs related work as required.
MINIMUM QUALIFICATION REQUIREMENTS:
Attainment of a minimum of a bachelor's degree from a recognized college or university in public relations, journalism, communications or closely related field, and a minimum of five years' responsible experience in public relations, communications and governmental affairs including a minimum of three years supervisory and managerial experience, preferably in local, state, or federal government; field specific credentials such as Accreditation in Public Relations or similar certification(s) preferred; or a combination of education and experience equivalent to these requirements.
ESSENTIAL REQUIREMENTS OF THE WORK:
Thorough knowledge of and ability to implement the four-step process of public relations: research, planning, implementation, and evaluation.
Through knowledge of field-specific best practices and strategic marketing-communication processes. Thorough knowledge of the English language and AP (media writing) style.
Ability to perform exceptional copywriting and editing to provide error-free writing, presentations, and other forms of public communication.
Good knowledge of the principles, techniques and objectives of governmental affairs and public information.
Good knowledge of graphic design, internet content creation/distribution and light video production.
Good knowledge of various computer applications used to communicate information in print, graphics, audio, video and email as well as tools for social media management.
Ability to direct and present information orally, digitally, and in writing to a variety of publics/constituents.
Ability to meet and deal effectively with public officials, community groups, media and the general public.
Ability to meet and discuss problems and complaints tactfully, courteously and effectively.
Ability to direct, schedule and coordinate special activities.
Ability to represent city government establish and maintain effective working relationships with public officials, other employees and the general public.

PHYSICAL REQUIREMENTS:
Ability to exert physical effort in sedentary to light work, which may involve some

Must possess a valid driver’s license from state of residence; occasional after-hours or weekend availability required.
DISTINGUISHING FEATURES OF THE WORK:
An employee in this class is responsible for planning, directing, and managing all activities of the City Council Communications & Community Engagement, which includes formulating, directing, and supervising the flow of information to promote and enhance communication between the public, Mobile City Council, and associated departments. Work is performed in accordance with established guidelines and procedures under the general direction of the City Council President or other senior management official as assigned. Supervision is exercised over professional, clerical or technical staff and contractors.
