Technical Knowledge & Skills

The candidate will have the ability to perform work independently as well as coordinate with contractors, developers and other city departments to ensure projects comply with project requirements.
Position Purpose:
Performs intermediate technical engineering support work with a focus on CAD system management, plan preparation, and infrastructure data maintenance. Serves as a departmental resource for drafting standards, design support, and engineering records.
General Functions:- Provides assistance to other departments on engineering matters.
- Responsible for maintaining effective communications and working relationships with other city departments, citizens, contractors, developers, utility companies, and public officials.
- Performs office-related functions and responds to inquiries from contractors, developers, property owners, staff and the general public.
- Respond to internal and external customer concerns and requests in a timely and professional manner.
- Performs other duties, including design and outdoor inspection, and assumes responsibilities as apparent or assigned.
- Manages CAD (Computer-Aided Drafting) system software and related software; coordinates for software upgrades and purchases, and acts as departmental resource for other users of the CAD system.
- Drafts using Auto CAD Civil 3D for detailed dimensional drawings such as street, water, sewer, drainage, grading, and other utility plans, systems and projects.
- Assists with GIS and survey activities as needed.
- Update and maintain current city maps and as-builts with respect to streets and roadways, water mains, sanitary sewer, storm drainage facilities, traffic control devices, signs, easements, subdivisions and lot divisions, topography and planimetric features.
- Assists in the development and preparation of preliminary engineering reports and plans for a wide variety of utility and transportation infrastructure projects, including sewer and water mains and streets.
- Assists in the preparation of design calculations, estimates quantities, prepares and draft layouts for public improvement projects.
- Reviews and recommends approval of shop drawings and submittals for compliance with project material specifications.
- Updates and files improvement plans for permanent record keeping of as-built construction plans.
- Maintains and preserves records; drafts as-built records of projects and infrastructure; documents changes for operation and maintenance programs such as GIS and AutoCAD Civil 3D.
- Assists developers, contractors, utility companies, public and private agencies, and citizens by conveying appropriate public works information, including responding to questions related to Gopher State One Call requests.
- Review of private development plans and permit applications to ensure accuracy with city regulations, surveys and any potential conflicts with city easements and infrastructure.
- Assists with review and processing of permits for utility installation and encroachment of infrastructure within the right of way
- Assists with inspection of right-of-way permits and follows up on restoration and any related complaints.
- Assist with construction inspection of sewer, stormwater, street, water and other public works improvements.
- Researches records, maps, and other information to obtain typical engineering data such as location of easements, sewer stubs, water mains, hydrants, property special assessments, etc.
- Assist with administration of the City’s pavement management program.
- Assists with maintaining Engineering design standards, plan requirements and design details.
- Assists in the preparation of the Capital Improvements Program.
- Associates/Technical degree with coursework in Civil Engineering, or related field OR 2 years related experience and
- Two years of practical experience with a municipal engineering department or a consulting engineering firm working in areas of municipal engineering, with certification as an Engineering Technician credited as one year of experience, or as deemed sufficient by the City Engineer.
- Requires possession of a valid driver’s license as issued by the State of Minnesota.

Technical Knowledge & Skills
- Thorough knowledge of engineering principles related to roadway, surveying, and construction of public infrastructure projects
- Thorough knowledge of engineering plans, specifications, and construction drawings
- Skill in the use of engineering-related software, including AutoCAD Civil 3D or equivalent CAD programs
- Working knowledge of computer-aided drafting (CAD) systems and related tools
- Familiarity with GIS technology and its application to engineering projects
- Ability to read and interpret engineering plans and specifications and compare them with construction in progress
- Ability to identify discrepancies and apply standard engineering practices to resolve routine issues
- Ability to prepare basic contracts and related project documents
- Ability to establish and maintain effective working relationships with coworkers, city staff, officials, and the public
- Ability to clearly communicate technical information, explanations, and recommendations both orally and in writing
- Ability to respond to questions and provide information in a professional and courteous manner
- Ability to maintain accurate records and prepare reports
- Ability to manage multiple tasks and maintain attention to detail in drafting and documentation
