Position Description

The Contract Compliance Division is looking for a confident reliable individual to conduct and lead others in conducting desk review and on-site investigation of contractors' compliance with Title 2, Chapter 24 of the Code of Ordinances, the Federal Davis-Bacon and related Acts and applicable equal employment opportunity regulations within the geographic area of the City of Minneapolis. The individual must be well organized, with excellent interpersonal skills and pays great attention to detail. The individual must be able to work independently or with a group of people from various organizations.

Work Location:

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties And Responsibilities

  • Thoroughly monitor and review Certified Payroll (CPR) according to City of Minneapolis code of ordinances, 24, Federal Davis-Bacon and Related Acts and internal processes and procedures.
  • Conduct investigations and develop applicable standards of proof. Identify and define prevailing wage disparities based on facts developed through review of certified payrolls and in-person investigations.
  • Provide direct support to the contract compliance division in prevailing wage reviews.
  • Conduct project site visits to interview workers to determine compliance with wage laws.
  • Conduct investigations of wage theft on City of Minneapolis contracts.
  • Provide technical assistance to individuals/firms in compliance with City of Minneapolis prevailing wage and Federal Davis Bacon and Related Acts.
  • Maintain knowledge on trends in wage theft and offer changes/adjustments to internal policies and procedures when necessary.
  • Develop process and procedures to work with DLI and IRS on independent contractors, ghost workers and potential forced labor issues on City of Minneapolis projects.
  • Communicate with construction industry experts in wage theft, building trades, Hennepin County Attorney’s Office, Fair Contracting Foundation, Department of Labor and Industry, etc.
  • Maintain current knowledge of developments in equal employment opportunity law and applicable disciplines, as well as social and economic characteristics of the relevant labor areas as they relate to employment, organizations, and other sources in the labor market.
  • Establish and maintain contacts with minority, women, veteran's interest groups, community organizations, job training and development organizations and trade and business organizations to obtain information on wage theft, wage training and trends in the prevailing wage area.
  • Research and provide final findings of wage theft law, best practices, and recommendations to Director of Contract Compliance.

Working Conditions:

Office and field work, with some irregular work hours as needed.

Required Qualifications

MINIMUM EDUCATION:

Bachelor’s degree in Business Administration, Construction Technology, Accounting, Data Analytics, Statistics, Human Relations, Human Resources, and/or Business or equivalent.

MINIMUM EXPERIENCE:

Two years of related experience.

Equivalency

An equivalent combination of education and highly related experience in a similar environment may be considered.

Desirable Qualifications - Language

Bilingual skills in Spanish (Preferred)

DESIRABLE QUALIFICATION - CULTURAL COMPETENCY

Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 3 months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
