Position Description

Provide internal and citywide leadership and coordination for the development and implementation of the City's enterprise, community and geographic-focused (e.g. Promise Zone) racial equity and inclusion efforts. This work is focused on eliminating Minneapolis' racial and placed-based disparities.

Position Description/Summary: The Racial Equity, Inclusion, and Belonging (REIB) Department plays a central role in helping the City of Minneapolis live its values by embedding racial equity and racial healing into how decisions are made, resources are allocated, and services are delivered. The department develops and stewards the City’s racial equity and racial healing framework, builds staff capacity through training and technical support, and partners across departments to integrate racial equity into strategic planning, budgeting, and core operations. REIB also uses data, tools, and accountability measures to track progress and move the City from well-intended commitments to real, system-level change.

REIB is seeking an Equity and Inclusion Manager to help lead this work and deepen the City’s impact. This role provides strategic leadership, supervises a team of three talented staff, and supports the design and implementation of projects and initiatives that advance racial equity and racial healing across Minneapolis. Reporting to the REIB Director, the manager collaborates closely with City departments and community and institutional partners to embed racial equity and racial healing into policies, programs, and everyday practices. Key responsibilities include supporting equity-centered decision-making, using data to evaluate outcomes by race, and helping develop policy, training, and learning resources that support lasting change. This position is ideal for a leader who is energized by systems change, skilled at collaboration, facilitation, project management and ready to help make racial equity a core operating principle——across the City.

Work Location - This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties And Responsibilities

  • Lead the City in developing, communicating and executing enterprise, community and geographically-focused plans related to eliminating racial and placed-based disparities.
  • Establish and build relationships with a broad set of stakeholders, including city elected officials, department leadership and staff, as well as non-profit, private, and public sector organizations.
  • Use proven and innovative methodologies to engage City staff and the community in development of plans and actions to address racial and place-based disparities.
  • Provide supervision and development of staff team in support of City's racial equity work
  • Develop qualitative and quantitative measures of progress and success and report back to public and elected officials on City's racial equity efforts.
  • Provide leadership on internal and external equity related committees.
  • Assess the need and make recommendations for new policies and ordinances.
  • Represent the City in State, Regional and National discussions related to racial equity and inclusiveness.
  • Ensure racial equity-related initiatives and programs in other City Departments are coordinated around a common vision.
  • Solicit and manage public and philanthropic grants and other resources.
  • Partner with other city departments, government agencies and other organizations regarding racial equity policies and projects.
  • Oversee the activities of Vista Staff.
  • Lobby city, county, state, and federal elected officials on equity and inclusion programs and initiatives in conjunction with the City's Intergovernmental Relations Department.
  • Manage and maintain strong relationships with City leadership.
  • Work toward the achievement of the city's vision, values and goals, in particular the values of equity and welcoming, and the Minneapolis Operational Goals.

Required Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's Degree in related field.

Minimum Experience

At least five years of related experience, in a position requiring comparable work, including experience in a lead role creating transformational change in a complex organization, while overseeing and supervising staff.

  • Ability to understand policy and management implications of program issues and make recommendations.
  • Knowledge of budget and financial systems.
  • Excellent oral and written communication skills, as well as presentation skills,
  • Ability to effectively collaborate across disciplines, public agencies, community stakeholders and the private sector.
  • Demonstrated proficiency with the Microsoft Office 365 ecosystem, including (but not limited to) Teams, Planner, Word, Outlook, SharePoint, Copilot, Excel, Forms, OneNote, PowerPoint, Stream, and OneDrive, with the ability to leverage these tools collaboratively to streamline workflows, manage projects, analyze data, and communicate effectively.
