Description

This position works primarily outdoors performing mostly physical labor tasks in support of a public works crew. Duties vary based on assignment and frequently includes working in the right of way (near travel lanes) and in all types of weather conditions.

Essential Functions

(Tasks listed are intended to be descriptive and not restrictive. An employee in this classification may perform any of the tasks listed; however, these examples do not include all the tasks which an employee may be expected to perform.)

  • Uses a variety of hand and power-operated tools and equipment such as shovels, picks, hand and small riding mowers, power hacksaw, drills, jackhammer, and weed whackers.
  • Maintains streets, water, and stormwater infrastructure within the right-of-way.
  • Assists with street repairs, asphalt raking, barricade repair, sign and maintenance.
  • Assists in mapping of utility infrastructure.
  • Performs water quality system flushing and maintenance on water meters and fire hydrants.
  • Assists in locating sewer, storm and water lines for other utilities.
  • Maintains green infrastructure including rain gardens, detention ponds, and trees through best vegetation and arboricultural management practices including weed and brush removal.
  • Prepares and maintains electronic logs and records of daily work activity including time, materials, and equipment utilized through asset management software.
  • Assists in response to public inquiries and service requests in a courteous and timely manner; evaluates complaints by on-site inspection. Provides information within scope of knowledge or refers to other staff.
  • Maintains positive public relations with customers and is responsive to customer needs.
  • Develops safe work habits and contributes to the safety of self, co-workers and the general public.
  • Performs other related duties as required.

Education & Experience

Knowledge of:

  • Basic construction and repair methods and procedures.
  • Safety practices and procedures applicable to assigned tools and work area.
  • Power tools used in maintenance operations.

Skills and Abilities to:

  • Establish and maintain effective working relationships.
  • Work as a team member.
  • Provide internal and external customer service.

Required Education, Training and Experience

(Any combination of education and experience that has provided the knowledge, skills and abilities to perform the essential duties of this position. Prior work experience and educational requirements listed are typical ways of obtaining the required qualifications. Other equivalent combinations of education, training and experience will be considered.)

  • High school degree or GED; AND
  • Six months of manual labor, maintenance, construction, or landscaping experience; OR
  • Some college coursework in the field of interest.

Licensing/Special Requirements:

  • Valid driver license and acceptable driving history.

Additional Information

Tools and Equipment Used:

  • May use any of the following depending upon respective field of operations: landscaping tools, service trucks, paving equipment, wastewater equipment, GPS equipment, air compressor and variety of other hand and power tools.
  • Computer, laptop or tablet, and printer/copy machines; Computer software including work order system and MS based word-processing, spreadsheet, and database applications, online mapping and asset management tools, telephones, and 2-way radios.

Supervision:

  • This is not a supervisory classification.
  • Works under the direct supervision of a Public Works Supervisor and receives direction from the Lead Utility Technician or other Utility Technicians.

  • Work is performed outdoors in all weather conditions.
  • Able to lift to 50 pounds.
  • Strenuous physical exertion may be required.
  • Hazards may include work around heavy construction equipment, on public roads in traffic, in utility trenches, and confined spaces, exposure to raw sewage, toxic elements, and other hazardous chemicals. (Safety equipment is provided.)
