General Description

This is a non-sworn, full-time, exempt position responsible for highly responsible administrative and supervisory work in the Communications Center of the Miami Gardens Police Department. The Telecommunications Manager provides oversight of a large staff through direct and indirect supervision, ensuring effective and efficient operations of the Communications Center.

Working under the general direction of the Support Services Major or designee, the Telecommunications Manager supervises and coordinates the activities of telecommunications supervisors and operators. The role includes responsibility for managing the dispatch of personnel and equipment, overseeing operation of police radio and communication systems, and ensuring proper use and maintenance of related equipment. The position requires planning, developing, implementing, and managing all aspects of the Communications Center to ensure continuous, reliable, and effective service delivery. Considerable latitude is granted for independent judgment and initiative.

Essential Job Functions

Plans, directs, and evaluates all Communications Center operations.

Supervises and coordinates the work of telecommunications supervisors and operators.

Develops, implements, and monitors operating policies, procedures, and training programs.

Analyzes operations and identifies areas for improvement in efficiency and productivity.

Prepares, administers, and monitors the annual budget for the Communications Center.

Ensures the security and integrity of computers, applications, and automated information systems.

Evaluates program effectiveness against established and emerging objectives.

Responds to verbal and written complaints and inquiries from the public and other agencies; explains policies and procedures and determines appropriate courses of action.

Reviews work schedules, sets deadlines, monitors assignments, and resolves operational issues.

Provides recommendations regarding employee evaluations, discipline, promotions, leave, and overtime.

Conducts inspections of staff performance, appearance, and equipment.

Oversees training and evaluation of new telecommunicators and supervisors; develops and maintains an effective training program for trainees.

Attends training courses, reviews industry materials, and keeps current on telecommunications developments; identifies training needs and conducts training sessions.

Operates a police emergency radio system as needed, including receiving requests, obtaining necessary information, and dispatching personnel and equipment.

Advises the public on police procedures, makes dispatch determinations, and provides referral information to other agencies when appropriate.

Minimum Qualifications

Performs other related duties as required.

Knowledge, Skills And Abilities

Extensive knowledge of telecommunications management practices and procedures. Strong understanding of modern management principles and supervisory methods. Proficiency with Windows, MS Word, and related computer applications. Thorough knowledge of National and Florida Crime Information Center systems. Skill in preparing clear, concise, and accurate reports.

Ability to plan, organize, and supervise staff in a manner conducive to peak performance and high morale. Ability to analyze, evaluate, and resolve complex operational problems effectively. Effective oral and written communication skills, particularly under high-pressure and emergency conditions. Ability to prioritize and manage multiple incidents simultaneously. Ability to remain calm, composed, and clear-spoken during emergencies and high call volumes. Ability to establish and maintain effective working relationships with staff, supervisors, officials, and the public.

Education & Experience Requirements:Graduation from an accredited high school or vocational school or GED, supplemented by college level coursework with emphasis in Business Administration, Public Administration, Criminology, Criminal Justice, or closely related field; Bachelor’s degree is preferred. Must have a minimum of five (5) years supervisor level experience in police and/or fire telecommunications center. Must possess and maintain a valid Florida Department of Health Certification for Emergency Dispatching throughout employment.

Must possess and maintain a valid Florida driver’s license with a satisfactory driving record throughout employment. Must be able to successfully complete all required training including National Incident Management System (NIMS) training. Must be able to work all shifts, including nights, weekends, and holidays. Applicants qualifying for employment will be subject to a polygraph examination and an extensive background screening.

The employee must occasionally lift and move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level is quiet to moderately loud. Sometimes work is stressful when working under stringent time constraints. Work is performed in a temperature controlled modern office setting, mostly from a seated position at a modular workstation.

While performing the duties of this job, the employee is frequently required to sit, talk and or hear. The employee is occasionally required to stand, to use hands and fingers, handle, feel or operate objects, tools, or controls; and reach with hands and arms.

  • Aetna Choice 90% or Aetna Choice 100% Plan: The City contributes the equivalent of 100% of the EPO plan premium for the employee and 50% of dependent premiums.
  • Waiver of Coverage: Employees who decline City health insurance and provide proof of other coverage, along with a signed waiver, receive a medical stipend of $125.00 bi-weekly.

  • Basic Life and AD&D: Provided by the City at 1x the employee’s annual salary.

  • Paid Holidays:
    • 13 paid holidays annually, including one floating holiday.
    • Floating holiday must be used by the end of the fiscal year; not payable upon separation.
Retirement

  • The City participates in the Florida Retirement System (FRS).
  • Employees contribute 3% of gross salary, or a different percentage as may be required by amended state law, toward retirement benefits.
