Right-of-Way/Stormwater Team Member (LTE)

A Right-of-Way (ROW) Team Member must possess varied and extensive technical skills and be able to demonstrate proficiency in performing all of the Team’s essential functions. Public Works employees operate in a team environment and must be able to work and communicate effectively regarding scheduling and prioritizing the work of the Team. The ideal candidate is an individual with prior Public Works related experience and will bring a positive attitude to the team.

• Assist collaboratively with the development and implementation of the Team’s annual work program.
• Use heavy equipment and hand tools to clean, maintain, repair, improve, and enhance City roadways, sidewalks, planter beds, trails, and roadside vegetation.
• Receive, assess/investigate, and respond to requests from the public and City departments. Prioritize and schedule work.
• Communicate directly with customers either by telephone, email, or face-to-face. Respond promptly to customer inquiries, comments, and complaints in the work order maintenance management system. Record details of actions taken; close out service requests, work orders and complete inspections in a timely manner with accuracy.
• Monitors work site to assure that safety rules and regulations are adhered to, and that the work area and all equipment are in safe operating condition, reports safety hazards, traffic problems, equipment problems and emergency situations.
• Position will handle various citizen complaints and concerns, prioritizing projects and track data using the Maintenance Management System.
• Must be able to communicate effectively in both written and oral forms with other workers, supervisors, contractors, and other Departments. Coordinates activities with other departments, divisions, and teams to accomplish work tasks.
• Assist the team with monitoring and general maintenance of equipment.
• Contribute during cross-training exercises within work crews.
• Perform road maintenance using standard techniques necessary for both hot and cold mix materials.
• Inspect, prioritize, and repair concrete, brick and asphalt sidewalks in response to inspections and work orders to ensure safety.
• Inspect drainage systems including culverts and drainage basins to remove debris after and during heavy rains (part of NPDES compliance). In emergency conditions, coordinate with other utilities agencies for power outages and localized urban flooding.
• Remove debris from open culverts by hand and machinery in order to keep culverts clean and storm water flowing.
• Prepare field design and install new storm drains and catch basins to meet job site conditions, City standards and customer needs.
• Inspect, install, repair, maintain and prioritize all City signs to ensure traffic safety. Order and maintain inventory of signs and sign-making materials.
• Use sweeper to clean public roads. Frequency is based on annual maintenance plan and emergencies such as storms, accidents, and spills.
• Schedule and operate roadside mower/brusher to cut vegetation on roadway shoulders and ditches to ensure visibility and safety.
• Schedule and perform general landscape maintenance in City planter beds such as: weeding, fertilizing, mulching, pruning for sight line safety and plant health, irrigation maintenance and repair, and general clean up around the medians.
• Plant new or replacement trees and other landscape materials.
• Position may be asked to evaluate and monitor ROW trees.
• Clear snow and apply sand to public roads to maintain streets for safe use based on usage, priority, severity, storm conditions, and other emergencies. This includes preparation and maintenance of storm related equipment (plows, tire chains, sanders etc.).
• Coordinate new capital improvements for the repair to existing collection system and facilities. 
• Perform video inspections with CCTV equipment, locate and record all stormwater mains that require maintenance or schedule improvements. Develop and record an on-going preventative maintenance program. 
• Videotape, locate and record all storm water pipes that have problems or are scheduled for capital improvements. Record the on-going preventative maintenance program.
• Inventory and map location of ROW assets (signs, catch basins, infrastructure) for proper functioning and accessibility.
• Coordinate with capital improvements and repairs to ROW and other City Capital projects (CIP project, storm projects, pavement markings) to meet City specifications and design standards.
• Coordinate inventory of materials necessary for projects. Assist the warehouse in ordering parts according to material standards and specifications for routine maintenance and projects.
• Must have regular and predictable work attendance to fulfill the essential functions of the job. 
• Provide information and services to other City departments, outside agencies, and the general public.
• Other duties as assigned.

• High school education or equivalent and at least three years of experience in the construction trades.
• Ability to demonstrate proven reliability to work.
• Good verbal communication skills (listening, giving feedback and speaking up) as well as effective interpersonal and customer relations skills are essential in a teamwork environment. Skill in written communications (work orders, directions, and memos) is required, along with the ability to perform basic arithmetic calculations.
• Ability to operate a personal computer and utilize computer applications and software including Microsoft Office (Word, Excel, and Outlook and GIS layers).
• Certification in CDL-B with tanker endorsement, first aid CPR, flagging certification and WSDA Public Operator pesticide license with aquatic endorsement needed within first year of employment.
• Successfully complete Certified Erosion and Sediment Control Lead (CESCL) certification course within first year of employment.
• Successfully complete NASSCO Pipeline Assessment and Certification Program (PACP ®) certification within 2 years of hire date.
• Knowledge of applicable federal, state, and local laws, codes, and regulations.
• Knowledge AWWA & APWA standards and Department of Ecology standards sufficiently to inspect new and/or repaired components.
• Knowledge of operation and service of complex equipment and vehicles used in construction, repair, and maintenance.
• Ability to operate heavy machinery (for example: backhoe, jetting machine, high velocity sewer cleaner and CCTV machine) and read design drawings, maps, etc.
• Ability to practice safety by wearing appropriate protective clothing and follow good housekeeping and safety procedures.
• Knowledge of materials, methods, tools, equipment and practices in construction, maintenance, and repair of drainage systems.
• Skills in asphalt construction and concrete forming.
• Understand and communicate City’s rights-of-way, ownership, and maintenance responsibilities to customers.
• Must be able to read and interpret engineering specifications, drawings, or maps.
• Must have ability and knowledge to take actions necessary to solve problems in the field.
• Must have ability to get along well with a variety of personalities and individuals.

LICENSURE/CERTIFICATION

• Valid WA State Driver’s License with a driving record free from frequent or serious violations. A three (3) year driving record abstract must be submitted prior to hire
• Completion of NIMS ICS-100, 200, and 700, within first six months of employment

Team members risk physical hazards from working in and around traffic, heavy machinery, heights and confined spaces and other underground utilities. Exposure to noise, vibration, hazardous and toxic materials, fumes, gases, and odors is routine.

Work requires physical strength and agility necessary to perform heavy manual labor under all kinds of weather conditions. Work activities include combinations of sitting, standing, and walking and the ability to lift 50-100 pounds as required. Team members must be able to see, hear and smell in order to detect problems and be responsive to their own safety, as well as that of fellow teammates.

 Team members must follow appropriate safety procedures and use of protective clothing and equipment including, steel-toed shoes and boots, hard hats, eye/ear protection, rain gear, gloves, traffic control equipment, and confined spaces safety kit. Public Works teams operate in a smoke, tobacco and drug free work environment for their health, safety, and productivity, as well as that of their co-workers and their customers.

TOOLS AND EQUIPMENT:

Various types of tools and equipment are used, but not limited to the following: Heavy equipment includes dump truck, backhoe, street sweeper, high velocity sewer cleaner, jetting machinery, CCTV machine, debris catcher, root cutter, hot mix asphalt (HMA) machine, compressor, and jackhammer. Testing equipment includes capacitors, gas detectors, gauges, multi-meter, metal detectors, and chorine and bacteriological test equipment. Specialized equipment includes hydrant hose, valve key, hydrant and wet well wrenches, lube gun, tube benders, flaring equipment, and peashooter. Hand tools used: shovels, electrical and hand tools, sledgehammer, pick and trowel. Future work practices may necessitate the use of different tools and equipment.

DRUG AND ALCOHOL TESTING:

The City of Mercer Island has a policy to maintain a work environment free of substance abuse. This policy applies to all current and prospective employees. Drug and alcohol testing is required for employees and candidates applying for safety sensitive positions or whose job requires a commercial driver’s license (CDL). This testing may be waived for job candidates if records are made available from another employer who tested the candidate in the last 6 months. Positive test results will be defined as an alcohol concentration over 0.02 or a positive test result for marijuana, opiates, cocaine, amphetamines, or phencyclidines. All employment offers are contingent upon successfully passing a drug and alcohol test. Job candidates who test positive will be terminated from consideration for employment immediately.
