Position Summary:

The Treasurer serves as the chief financial officer of the municipality and is responsible for planning, organizing, administering, and overseeing all financial operations. The Treasurer ensures compliance with Wisconsin Statutes, Generally Accepted Accounting Principles (GAAP), standards issued by the Governmental Accounting Standards Board, the Government Finance Officers Association, federal regulations, grant requirements, and local ordinances.

The position provides strategic financial assistance to the governing body, administrator, department heads, and utility operations while safeguarding public assets and ensuring long term fiscal sustainability.

Minimum Requirements:

  • Must be a citizen of the United States.
  • Must be at least 18 years of age or older.
  • Must not have any felony or domestic violence convictions.
  • Must have attained a high school diploma or GED.
  • Must have attained a bachelor’s degree in finance, accounting, or a similar degree from an accredited university or college.
  • Minimum of five years of accounting or financial auditing experience with local or state government.
  • Must be proficient in speaking and writing the English language.
  • Must be able to operate a computer, including applications related to enterprise resource planning (ERP).
  • Must be able to operate a telephone.
  • Must be able to operate a photocopier.
  • Must be able to work within a confidential environment.
  • Must have a valid Wisconsin Driver’s License or the ability to obtain one.
  • Must possess the ability to exchange information using tact and professionalism when appropriate.

Desired Qualifications:

  • Possess a master’s degree in accounting or finance from an accredited university or college.
  • Possess designation as a Certified Public Accountant, Certified Public Finance Officer, or Certified Governmental Finance Manager.
  • Ten years of experience working in an accounting department within a municipality or county government.
  • Five years of experience managing an accounting department within a municipal or county government.
  • Experience using Civic Systems or Caselle enterprise resource planning (ERP) software.

Essential Functions and Responsibilities:

The following duties are intended as illustrations of the various types of work that may be performed. These duties are not to be construed as exclusive or all-inclusive; other duties may be required or assigned by the City Administrator or their designee.

  • Manage all municipal financial operations.
  • Develop long-term financial strategies.
  • Advise the City Administrator and elected officials on the financial implications of policy decisions.
  • Recommend fiscal policies and internal controls.
  • Maintain the municipality’s financial integrity.
  • Prepare financial forecasts and multi-year financial plans.
  • Monitor economic trends affecting municipal revenues.
  • Coordinate preparation of the annual operating budget.
  • Prepare the Capital Improvement Plan (CIP).
  • Review department budget requests.
  • Monitor budget performance throughout the year.
  • Recommend budget amendments.
  • Prepare quarterly and annual budget reports.
  • Oversee budget transfers and appropriations.

Required Knowledge, Skills, and Abilities:

  • Thorough knowledge of regulations, policies, and procedures that apply to accounting and financing in municipal government.
  • Ability to read, analyze, and interpret complex financial documents.
  • Ability to follow the GAAP, GASB, and the Wisconsin Uniform Chart of Accounts for municipal financial management.
  • Ability to develop, implement, and administer policies and procedures for effective fiscal control.
  • Ability to plan, delegate, and supervise personnel in a manner that promotes customer service, professional development, and adherence to organizational policies.
  • Ability to maintain effective and respected work relationships with elected officials, appointed officials, department heads, auditors, and the public.
  • Ability to present and communicate ideas and concepts in public and private, both verbally and in writing.
  • Ability to make independent judgments that have highly significant impacts on the organization.
  • Demonstrate the knowledge and skill to utilize ERP software to facilitate the effective management of the municipality’s chart of accounts.
  • Demonstrate the knowledge and skill to manage the following accounting functions:

o General Ledger

o Accounts Payable

o Accounts Receivable

o Payroll

o Cash Receipting

o Bank Reconciliations

o Journal Entries

o Fixed Assets

o Debt Accounting

o Utility Accounting

o Grant Accounting

o Revenue Funds

o Enterprise Funds

o Investment Funds

o Tax Management

  • Prepare audit schedules and reports necessary for the City’s financial auditors.
  • Ability to organize and prioritize work effectively, within departmental and organizational guidelines.
  • Ability to work in the short and long-term, in order to meet multiple deadlines.
  • Ability to manipulate objects related to the performance of one’s duties as assigned.

Tools and Equipment Used:

Must be able to work efficiently with computers, ERP applications, spreadsheets, word processing, and presentation software, copiers, and telephones.

Supervisory Responsibilities:

  • Effectively train, manage, and lead direct reports.
  • Discipline direct reports when necessary.
  • Create, recommend, and implement professional development opportunities for direct reports.

Pay: $110,000.00 - $135,000.00 per year
