What are the responsibilities and job description for the HCD Housing Coordinator position at City of Memphis?
ESSENTIAL JOB FUNCTIONS: Works under the direction of the Non-Profit Housing Administrator. Prepares and monitors documentation for compliance purposes. Coordinates, promotes, guides, and monitors activities to improve the housing availability and affordability for low and moderate-income citizens of the City of Memphis. Conducts and coordinates pre-construction meetings for each project between the Inspectors, Organization, and Contractors. Organizes and attends scheduled inspections with the Inspector and the organization. Prepares contracts, amendments, bid and contract agenda sheets, and negotiates contracts with housing developers. Directs the activities of projects of the organization to ensure compliance with local, state, and federal codes, regulatory requirement and policies, and reviews project activity reports, audits, and financial statements. Conducts random on-site visits to housing construction sites to monitor project status. Processes payments of invoices and payment requests. Creates development training materials and assists with policy and procedure guidelines pertaining to the HOME program. Maintains records and tracking systems for financial compliance of federal funds and record custody. Examines current marketing strategies and implements new strategies to enhance the City of Memphis' development of housing for low-income communities. Submits information for division's newsletter, program brochures and training workshops, and seminars and exhibitions. Maintains filing system for executed contracts and generates performance analysis reports and financial reports by utilizing Housing and Urban Development's (HUD) Integrated Disbursement & Information System (IDIS) system to monitor status of accounts, and monthly expenditures. Coordinates work direction for assigned organization's staff working on housing projects. Serves as liaison between the Compliance department and the Non-Profit Housing department on environmental review and historical review development issues. Attends conferences, trainings, community events, and neighborhood meetings by driving or some other travel arrangement. Coordinates communication with various organizations and the general public.

TYPICAL PHYSICAL DEMANDS: Primarily desk work. Requires the ability to operate general office equipment such as a personal computer. Must be able to communicate both verbally and in writing. Requires the ability to read, interpret and apply federal, state and local regulations.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Requires travel to off-site visits. Work involves contact with staff and the public.
Minimum Qualifications: Bachelor's degree in Business or Public Administration, or closely related field and five (5) years' experience in program administration or housing development; or any combination of experience or training which enables one to perform the essential job functions. Working knowledge of HUD regulations preferred. Working experience with Microsoft Office products required. Must possess and maintain a valid driver's license as a condition of continued employment.
