Public Works Superintendent
Salary: $80,000 - $95,000 (add'l pay based on Certifications)

General Purpose:
Under direction of the Public Works Director, the purpose of the position is to oversee the operations of the Public Works Department. Employees in this classification perform managerial and supervisory work. Position is responsible for planning, directing, and managing the divisions of Utilities, Streets, Drainage coordinates activities with other City departments and outside agencies; and provides highly responsible and complex administrative support to the City.
Reporting Relationships:
Supervision received: The Public Works Superintendent works under administrative direction of the Public Works Director.
Supervision Exercised:
The Public Works Superintendent exercises direct supervision over Public Works Department personnel and provides support for Public Works personnel during routine and non-routine activities.
Examples of Duties:
- Provide leadership and administrative direction on major public works activities including streets, drainage, and water and sewer utilities.
- Responsible for ensuring compliance with all applicable State, Federal, and local regulations relating to Streets, Water, and Wastewater operations.
- Oversees reporting to the appropriate regulatory state and federal agencies.
- Oversees and monitors the daily operations of Streets, Drainage, Water, and Wastewater.
- Works closely with other department heads, engineers, developers, and contractors regarding public works activities and projects.
- Responsible for updating the City’s Water Conservation and Drought Contingency Plan.
- Provides assistance to the City Engineer with Capital Improvement Projects.
- Administers contracted projects for the City as directed.
- Responds to public inquiries, investigates and resolves complaints with regards to public works, i.e., streets, water, and wastewater.
- Evaluates and authorizes all repairs, equipment maintenance and repair, anticipates maintenance needs and other services and plans for availability of equipment and materials.
- Coordinates and prepare the Public Works budget for presentation and consideration to the City Manager, including the fiscal management of such approved budget.
- Establishes staffing levels, allocates resources, and monitors effectiveness of policies and programs.
- Assures accurate records relating to repair and maintenance of water lines, sewer lines, streets, drainage, and all other systems, equipment, including pump stations and lift stations.
- Develops, oversees, monitors, and updates various construction projects. Presents staff reports and other pertinent information to City Council, boards, commissions and interested citizen groups.
- Provides information and communicates effectively and amicably with other city departments, engineers, county, state, and federal agencies.
- Performs other tasks, as required or assigned by the Public Works Director or Assistant City Manager.
Minimum Qualifications
- Education and Experience
- High school diploma or equivalent.
AND

- Minimum of seven (7) years of progressively responsible experience in Municipal Government/Public Works, including three (3) years in a supervisory capacity.
OR
-
- Any combination of education and experience in municipal government which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
Minimum Licenses and Certifications
- Class C Ground Water Operator License from TCEQ required. Class B is preferred.
- Class C Wastewater Treatment License from TCEQ required. Class B is preferred.
Required Knowledge, Skills, and Abilities
Comprehensive knowledge of modern principles and practices of public works administration; thorough knowledge of the federal, state and local ordinances, laws and regulations relating to departmental activities; thorough knowledge of principles of effective administration, to include planning, directing, evaluation and coordinating; thorough knowledge of effective supervisory principles and techniques; thorough knowledge of principles and practices employed in budget development, implementation and administration; thorough knowledge of report and record maintenance principles and practices; thorough knowledge of the principles and practices of public works as applied to the administration of diversified development activities; considerable knowledge of research principles and the various sources of data and information concerning municipal/governmental statistics and administration.
Skill in both verbal and written communications for effective expression of concepts and ideas and clarity in task assignment; ability to conduct verbal or written presentations to all levels of City employees, elected officials and general public; ability to establish and maintain effective communication and working relationships with City administrative personnel, subordinate personnel and outside organizations and agencies; ability to plan, assign, supervise and review the work of a large staff of subordinates and to provide direction and recommendation on difficult procedural and administrative problems; ability to develop and implement departmental policy and procedure; ability to design and supervise the construction inspection of complex public works projects.
