SUMMARY OF POSITION
The Stormwater Compliance Inspector performs compliance inspections that conform to the EPA's National Pollution Discharge Elimination System (NPDES) and TCEQ's Texas Pollution Discharge Elimination System (TPDES) permit requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Reviews, approves and inspects stormwater credit program applications.
  • Inspects post construction stormwater best management practices (BMPs) such as detention ponds, for maintenance and takes enforcement action when necessary.
  • Conducts inspections of City-owned and operated facilities for compliance with the Municipal Separate Storm Sewer Systems (MS4) Permit requirements. 
  • Performs dry weather screening of City storm drain outfalls for illicit discharges and illegal connections and performs water quality testing as required.
  • Investigates citizen complaints of stormwater, erosion and water quality problems.
  • Inspects industrial sites for Texas Pollution Discharge Elimination System (TPDES) Industrial Stormwater Multi-Sector General Permit compliance and documents inspection results.
  • Documents inspections, stormwater management ordinance violations and corrective actions; issues notices of violations and follows up with warnings and notices to ensure compliance.
  • Completes detailed and comprehensive reports for spills, sampling, testing, surveys, inspections and environmental assessments; maintains stormwater data.
  • Explains stormwater requirements to residents, the development community, commercial businesses and industries, and seeks problem resolution with affected parties.
  • Assists the Stormwater Administrator and Senior Erosion Control Inspector with special duties and assignments when requested.
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

  • Knowledge of construction inspection techniques and procedures.
  • Knowledge of Illicit Discharge Detection and Elimination (IDDE).
  • Knowledge of principles and practices of storm water quality sampling and testing.
  • Knowledge of principles and practices of pertinent Federal, state and local laws, codes, ordinances, and regulations pertaining to hazardous materials.
  • Skill to communicate effectively, both orally and in writing.
  • Skill to review, evaluate and modify construction plans.
  • Skill to resolve issues and conflicts through working partnerships with citizens and Home Owners Associations (HOAs).
  • Skill to explain and enforce applicable local, state and Federal regulations.
  • Skill to analyze and interpret complex statistical data.
  • Ability to work in a team environment; contribute as a team member and treat co-workers, subordinates and customers with respect.
  • Ability to build professional relationships with internal staff and customers.
  • Ability to offer flexibility and adaptability, especially during times of change.

MINIMUM QUALIFICATIONS
Bachelor's degree with an emphasis in environment or natural resources, planning, engineering, construction management or related area of study. One year of work related experience in an environmental, natural resources or design/construction program.
 
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

  • Certified Stormwater Manager (CSM) - American Public Works Association
  • CI228: QCIS - Qualified Compliance Inspector of Stormwater – Texas – StormwaterONE
  • Certified Stormwater Inspector™ - Construction & MS4 - National Stormwater Center
  • ESC310 – Certified Compliance Inspector of Stormwater (CCIS) – Stormwater ONE
  • Municipal Industrial Inspectors Workshop - NCTCOG
  
CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License

PHYSICAL DEMANDS
This position requires the ability to perform bending, squatting, kneeling, and reaching to both ground level and overhead; operate a vehicle, production and graphic equipment; lift and carries objects weighing up to 30 pounds such as water samples in ice chest, field equipment, display exhibits. Subject to periods of prolonged sitting or standing. Must be able to enter and exit small, confined subsurface areas such as storm drainage system.  Tasks require sound, odor, visual perception and discrimination and oral communications ability.
 
WORK ENVIRONMENT
Environmental Factors: Tasks may require exposure to extreme heat/cold, extreme weather conditions, odors, and diseases/pathogens.  Office and inspection sites to include but are not limited to food establishments, swimming pools, and standing water locations.
