SUMMARY OF POSITION
Under the general direction of the Fire Marshal, the Deputy Fire Marshal oversees and manages fire prevention operations related to assigned mission specific responsibilities including fire inspections, fire engineering and plan review, and fire investigations. The position ensures compliance with fire codes, supervises personnel, and provides expert guidance to internal and external stakeholders. Responsibilities include evaluating employee performance and making operational decisions that align with departmental goals. The position requires leadership, technical expertise, and collaboration to enhance fire and life safety in the City of McKinney while ensuring adherence to codes, policies, and best practices.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- May perform the duties of the Fire Marshal in their absence or be assigned as the Deputy or support to other sections within the Fire Prevention Division at the need of the department.
- Oversees employee performance by conducting regular evaluations, providing continuous coaching and feedback, and implementing development plans to foster growth and ensure alignment with organizational goals.
- Participates in the decision-making process for hiring, including candidate evaluation, interviews, and selection to ensure the recruitment of qualified personnel aligned with organizational needs
- Manages, coordinates, and supervises fire prevention operations of the McKinney Fire Department to ensure that operations are carried out effectively.
- Complies and analyzes monthly, quarterly, and annual reports, managing performance metrics, and evaluating the efficiency of operational procedures to ensure continuous improvement and adherence to departmental standards.
- Maintains state and third-party certification as required for the position.
- Makes decisions on behalf of the fire department related to mission-specific and overall departmental functions, within established guidelines, while providing recommendations for changes, improvements, and budgetary needs to support organizational goals.
- Advises and assists with complex cases, manages conflicts with internal and external stakeholders, and liaises with legal counsel when necessary to ensure appropriate resolution and compliance with regulations.
- May respond to emergency scenes in response to Operations needs and support.
- Perform job performance requirements of the applicable mission-specific responsibilities, per NFPA 1030, as assigned.
- Performs additional duties as assigned to meet departmental needs and organizational goals.
- Attend training and conferences representing the City of McKinney in state, national, and international trade associations, maintaining knowledge and awareness on emerging technologies, regulatory updates, and best practices, ensuring the appropriate application in the Division.
- Obtain and maintain additional certifications assigned to meet departmental needs and organizational goals.
- Prepare and maintains reports, files, correspondence and memorandums.
- Complies with all written City and Fire Department policies and procedures.
- Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.
- Travels to various locations, which may include operating city vehicles.
When Assigned to Engineering:
- Responsible for supervising and managing the daily activities of the Senior Fire Prevention Specialist, and Fire Prevention Specialists assigned to Engineering.
- Oversees the day-to-day operations related to engineering and plan reviews and assist in conducting reviews.
- Coordinates and collaborates with other City departments to ensure consistent and effective service delivery where responsibilities intersect, including Building Plan Review, Planning, Engineering, and other departments related to Development Services.
- Provides guidance to property owners, architects, engineers, and developers regarding fire code requirements.

- Ability to collaborate with other departments, agencies, and stakeholders to achieve fire and life safety objectives.
- Strong problem-solving and decision-making skills, particularly in high-pressure situations.
- Proficiency in conducting inspections, reviewing plans, and providing fire code interpretations.
- Skill in preparing clear, concise reports, presentations, and legal documents.
- Ability to utilize technology, including various software applications, GIS mapping, and case management systems.
- Ability to work independently and as a part of a team while managing multiple priorities.
- Ability to testify as an expert witness in legal proceedings when necessary.
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
Bachelor’s degree in Fire Protection Engineering, Civil Engineering, or closely related field; supplemented by five (5) years previous experience and/or training involving fire engineering or technology.
Certified as a Basic Fire Inspector by the Texas Commission on Fire Protection (TCFP) or obtained within six (6) months of appointment.
International Code Council (ICC) Fire Code Specialist & ICC Certified Fire Marshal or obtained within twelve (12) months of appointment.
- ABET accredited degree required.
PREFERRED QUALIFICATIONS
- Professional Engineer license to practice in the Fire Protection Branch through the Texas licensing board with two (2) years of relevant experience in Fire Protection.
CONDITIONS OF EMPLOYMENT
- Must pass a drug screen and background check.
- Must have Class C Texas Driver’s License.
- Must meet the City’s driving standards.
- TCOLE licensed applicants must pass medical and psychological examinations as required by the commission.
PHYSICAL DEMANDS
Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Some tasks require visual, depth, odor and sound perception and discrimination and oral communications ability.
WORK ENVIRONMENT
Tasks may risk exposure to extreme heat/cold or extreme weather conditions, strong odors and/or smoke, strong and/or toxic chemicals.

Salary : $114,854 - $137,261
