Summary Of Position

Under the general supervision of the Airport Operations Manager, this position performs a variety of work in overall operations, administration, emergency response, construction projects, customer service, and management support duties. Primary duties include supervision of Airport Operations personnel and the coordination of aeronautical activities and operations. Assists in monitoring and maintaining safe and efficient airport use and to respond to real or potential emergency situations at TKI. The primary mission is compliance with and implementation of Federal Aviation Regulation (FAR) Part 139 and Code of Federal Regulations (CFR) Part 1542. This position supervises other Airport Operations employees.

Essential Functions/Knowledge, Skills, & Abilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises Airport Operations personnel, which includes evaluating employees, interview and hiring of new employees, instructing, assigning, scheduling, monitoring, and reviewing work of others.
  • Responsible for daily self-inspections of movement and non-movement areas, airport markings, airport signage, airport lighting, and airport NAVAIDs. Implements daily activities of the Pavement Management Plan (PMP). Must maintain all required inspections and reports.
  • Oversees the Airport Credentialing Coordinator and program. Maintains all levels of security including but not limited to security cameras, access cards, and access control system. As a part of the security program, conducts a variety of training sessions for airport personnel including driver and security procedures training; verifies access requirements and assists in issuing identification media.
  • Responds to airport emergencies and assists in emergency operations; provides coordination between airport operations and Air Traffic Control Tower (ATCT). Facilitates removal of aircraft and participate in any FAA investigations. Responsible for the airport's investigation of any aircraft accidents, incidents, or incursions.
  • Oversees airfield drivers training, security training, emergency training, airport familiarization training, and other training as required by local, state, and federal regulations; including but not limited to training programs necessary to comply with FAR Part 139 and CFR Part 1542.
  • Assists the Airport Operations Manager with updates to Airport Certification Manual, Airport Security Program, Airport Emergency Plan, Pavement Management Program, Wildlife Hazard Management Program, Airport Rules and Regs, Airport Minimum Standards and other plans as directed.
  • Implements airport operations training programs, schedules training, and tracks all training records to ensure compliance. Monitors employees to ensure compliance with annual required airport training.
  • Acts as airport representative in the field and when Airport Director and Airport Operations Manager are not available.
  • Assists in monitoring construction and maintenance work activities in operational areas to ensure a safe environment & in planning of future construction/maintenance projects.
  • Assists in safety inspections of refueling procedures, fuel storage areas, and equipment. Maintains records of fueling inspections and violations.
  • Performs inspections of airport facilities and perimeter as well as monitors airport grounds to ensure safety, security, appearance, with regards to FAA and Transportation Security Administration (TSA) regulations.
  • Ensures compliance with FAA regulations, airport safety rules and regulations as well as various plans such as SICP, SWPPP, SPCC, WHMP and miscellaneous LOAs. Responsible for enforcing McKinney Rules and Regulations.
  • Remains current in all required training to include but not limited to; AAAE Airport Operations, WHMP, SWPPP, SPCC, AEP and SICP. Ensures compliance with all federal, state, local and airport regulations pertaining to airport operations, safety, and security including monitoring and evaluating daily activities of airside and landside operations.
  • Communicates with the ATCT when duties require access to the movement area (taxiways & runway) and operates vehicles and equipment in a safe manner.
  • Issues/cancels Notice to Air Missions (NOTAMs) to accurately reflect current airport conditions as well as maintains the NOTAM Authorization list and NOTAMs logs.
  • Assists with Snow and Ice removal as needed and ensures communication with ATCT and tenants.
  • Assists with wildlife management in accordance with the airport's approved Wildlife Hazard Management Plan.
  • Coordinates or provides escorts for contractors and vendors needing access to airport facilities.
  • Acts as liaison between the airport and other private and governmental entities as necessary.
  • Removes foreign object debris (FOD) from the Air Operations Area (AOA) and other areas of the airport.
  • Responds to questions and inquiries from the public, airport tenants and users, airlines, and governmental agencies.
  • Refers complaints and other matters as appropriate to other airport personnel.
  • Assists with budget planning and preparation.

Knowledge, Skills, Abilities, And Behaviors

  • Knowledge of FAR Parts 77 and 139 and CFR Part 1542.
  • Knowledge of FAA Advisory Circulars (ACs) 150 series pertaining to airports.
  • Knowledge of weather and NOTAM terminology used in Airport Operations
  • Knowledge of airport emergency operations, methods, procedures, and practices
  • Requires the ability to utilize a variety of advisory data and information, such as FAA advisory circulars, NOTAMs, Pavement Management Plan, Wildlife Hazard Management Plan, SWPPP, SPCC, rules and regulations, City ordinances, codes, and policy manuals.
  • Knowledge of FAA regulations and other federal, state, and local regulations that affect maintenance and operations of an airport.
  • Ability to respond in a timely fashion after hours and on holidays and weekends. When needed serve in a “on call” position to respond to aircraft and facility emergencies at the airport.
  • Requires the ability to use a vehicle and/or portable air band radio and communicate with the air traffic control tower when duties must be performed on taxiways and runways.
  • Requires ability to operate a vehicle on aircraft parking aprons, taxiways, and runways in a safe manner.
  • Ability to communicate effectively with peers, supervisors, subordinates, and people to whom service is provided.
  • Possess e xcellent oral communication, written and interpersonal skills.
  • Ability to produce desired work outcomes, including quality, quantity, and timeliness.
  • Ability to plan and organize work, time, and resources, and if applicable, that of subordinates.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and efficiency while working in a busy and congested environment of incoming and outgoing air traffic.
  • Requires experience in using various computer applications and the aptitude to learn new technology is highly essential.
  • Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.
  • Requires ability to carry out instructions furnished in written, oral, or diagrammatic form.
  • Requires the ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
  • Requires the ability to work independent of regular supervision.

Required Qualifications

MINIMUM QUALIFICATIONS

A Bachelor's degree from an accredited university in Airport Management or other aviation related degree is required in conjunction with a minimum of two (3) years' experience in operations at a large reliever or commercial service airport.

Or

A Bachelor's degree from an accredited university in any other field will be accepted with a minimum of five (5) years experience in operations at a large reliever or commercial service airport.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

Preferred Qualifications

  • (2) years supervisory experience.
  • AAAE Certified Member (CM) or Airport Certified Employee (ACE) credential highly desirable.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License
  • Complete “Trusted Agent” training within 6 months of hire.

PHYSICAL DEMANDS

This position requires frequent using one’s hands to touch, handle or feel objects; reaching with hands and arms; talking and hearing. Following abilities may be required between one and two-thirds of on-the-job time: lifting and / or exerting force up to fifty (50) pounds, standing, walking, sitting, climbing, or balancing. Special vision requirements include: close vision; distance vision; color vision; peripheral vision; depth perception and the ability to adjust focus.

WORK ENVIRONMENT

This job does require exposure to certain environmental conditions. Tasks may require frequent exposure to: working near aircraft, moving mechanical parts; and outdoor weather conditions. Occasional exposure may be required to: wet or humid conditions, fumes, or airborne particles, and extreme cold or heat.
