SUMMARY OF POSITION
Under general supervision of the Airport Operations Supervisor, this position is responsible for monitoring and coordinating daily airport activities to ensure the safe, efficient, and compliant operation of airport facilities. This role involves working closely with aeronautical users, Air Traffic Control, security personnel, and emergency responders to maintain smooth airport operations. Responsible for airfield and facilities inspections, regulatory compliance, emergency and incident response, communication and coordination between aeronautical users, wildlife and hazard management, and regulatory reporting. Individuals must be focused on the safety, security, and e?ciency of airport operations and be willing to complete other operational duties as assigned. GENERAL EXPECTATIONS FOR ALL EMPLOYEES

ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Inspects airport operation/movement areas including airport runway and taxiway system, airport lighting and airport navigational aids (NAVAIDs). 
  • Ensures that all pavement areas, lighting systems and equipment are working and in compliance with FAA regulations. Must also maintain all required inspections and reports.  
  • Responsible for enforcing the policies and procedures in the Airport’s Emergency Plan (AEP), Storm Water Pollution Prevention Plan (SWPPP), Spill Prevention Control and Countermeasure Plan (SPCC), Pavement Management Plan (PMP), Airport Security Program (ASP), and any other plan assigned by Airport Management.  
  • Monitors construction activity to ensure regulatory compliance and operational efficiency is maintained through the adherence to Construction Safety and Phasing Plan (CSPP) and Safety Plan Compliance Document (SPCD).
  • Responsible for airfield safety to include identifying, preventing, responding to and/or removing all hazards to aviation including FOD, wildlife, AOA incursions, unauthorized vehicles and pedestrian entry, and disabled aircraft. 
  • Assists in public relations by telephone, e-mail, tenant meetings or in person by assisting customers, visitors and tour groups; disseminating information to the public including rules and regulations, ordinances and Federal Aviation Regulations.
  • Provides escorts for contractors and vendors requiring access to airport facilities.
  • Responds to security breaches and/or incidents within the Airport Operations Area (AOA).   
  • Acts as liaison between the airport and other private and government entities as needed.
  • Monitors the airport grounds for hazards and security related issues with regards to FAA and TSA regulations. 
  • Ensures compliance with all federal regulations pertaining to airport operations, safety, and security, including monitoring and evaluating daily activities of airside and landside operations.
  • Communicates with the Air Tra?c Control Tower (ATCT) when access to the movement area (taxiways & runway) is required and operates vehicles and equipment in a safe manner.
  • Enforces tenant adherence to safety regulations through regular inspections and progressive enforcement measures.
  • Coordinates construction and maintenance in, on, or near the airport to ensure minimum interference with airport operations.
  • Monitors weather conditions and assess operational impacts.
  • Issues and disseminates Notice to Airman (NOTAMS) and airfield condition reports as needed.
  • Tests, evaluates, and reports runway conditions to Air Traffic Control during inclement weather.
  • Assists with airport/aircraft emergencies and other incidents on a 24-hour basis in accordance with the airport’s approved Airport Emergency Plan.
  • Assist in the airport’s investigation of any aircraft accidents, incidents, or movement area incursions with other Operations personnel.
  • Assist with wildlife management in accordance with the airport’s approved Wildlife Hazard Management Plan if needed.
  • Remains current in all required training to include but not limited to; AAAE Airport Operations, WHMP, SWPPP, SPCC, AEP and SICP.
  • Assists with reviewing, updating, and ensuring compliance with the Airport Certification Manual, including associated plans contained therein.
  • Assists in preparation for the annual FAA Safety Certification Inspection.

OTHER JOB FUNCTIONS:
  • Perform other duties as assigned or directed.
  • Must be able to work night, weekend and holiday shifts as scheduled. 
  • Must be able to work overtime as needed, especially in times of non-standard operations such as weather events or airport emergencies, closures, diversions, etc. 
  • Must maintain a professional appearance. 
  • Must maintain a professional attitude and clarity of work despite busy or stressful situations

  • Ability to utilize a variety of advisory data and information, such as FAA advisory circulars, NOTAMs, Pavement Management Plan, Wildlife Hazard Management Plan, SWPPP, SPCC, rules and regulations, City ordinances, codes and policy manuals.
  • Knowledge of FAA Parts 77, 139, TSR 1542, and Advisory Circulars 150 Series.
  • Knowledge of other federal, state and local regulations that affect maintenance and operations of a commercial service airport.
  • Ability to respond in a timely fashion after hours and on holidays and weekends. When needed serve in a “on call” position to respond to aircraft and facility emergencies at the airport.   
  • Ability to use a vehicle and/or portable air band radio and communicate with the Air Traffic Control Tower when duties must be performed on taxiways and runways.
  • Ability to operate a vehicle on aircraft parking aprons, taxiways and runways in a safe manner.
  • Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, materials, pyrotechnics and firearms used in performing essential functions.
  • Ability to provide a high level of customer service in responding to questions and inquiries from the public, airport stakeholders, and government regulatory agencies.
  • Ability to conduct research, collect information from multiple sources, and prepare routing reports for airport management.
  •  Ability to assess operational situations, make sound judgement calls to ensure safety and follow through to successful resolution.
  •  Ability to act in calm and rational manner during stressful and emergency situations.
  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.
  • Ability to carry out instructions furnished in written, oral, or diagrammatic form.  
  • Ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
  • Ability to work independent of regular supervision.
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

Bachelor’s degree from an accredited university in Aviation Management, Business Administration, or related field supplemented by previous work experience in airport operations or related aviation experience. Must possess computer skills in MS Word, MS Excel, and MS PowerPoint. 

PREFERRED QUALIFICATIONS
  • (2) years of experience at a commercial service airport
  • AAAE Certified Member (CM) or Airport Certified Employee (ACE) credential highly desirable.
  • Pilot Certificate

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen, driving record and background check.
  • Must have Class C Texas Driver’s License.
  • Must pass a TSA-mandated 10-year Criminal History Record Check (CHRC) and Security Threat Assessment (STA)
PHYSICAL DEMANDS
This position requires frequently using one’s hands to touch, handle or feel objects, reaching with hands and arms, talking and hearing.  Following abilities may be required between one and two-thirds of on-the-job time: lifting and / or exerting force up to fifty (50) pounds, standing, walking, sitting, climbing or balancing. Special vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT
This job does require exposure to certain environmental conditions. Tasks may require frequent exposure to working near aircraft, moving mechanical parts, and outdoor weather conditions. Occasional exposure may be required to wet or humid conditions, fumes or airborne particles, and extreme cold or heat.
