About This Opportunity:
Performs difficult advanced technical and intermediate administrative work planning, coordinating, supervising and participating in the design, construction management and inspection of public works and public utilities projects, overseeing and supervising the preparation and maintenance of engineering records, and related work as apparent or assigned. Work is performed under the limited supervision of the City Engineer. Divisional supervision is exercised over GIS Engineering Technician, Civil Engineer, and the Engineering &Utility Construction Inspector.
Essential Functions:

· Conducts residential subdivision review and commercial/industrial site plan review.
· Coordinates and communicates with developers and contractors during planning and construction process.
· Supervises the City's annual street resurfacing program.
· Responds to public inquiries/complaints regarding traffic signals, signs, streets, parking, etc.
· Supervises various subordinates in their daily work activities.
· Coordinates work of consulting engineers, other municipal departments and other government agencies with work from the department.
· Provides technical assistance as needed to Stormwater and Central Traffic Operations (CTO).
Knowledge, Skills, and Abilities:
· Demonstrated thorough knowledge of civil engineering principles and practices related to the development and construction of public works and utilities projects
· Working knowledge of geographic information systems (GIS)
· Skilled in the use of civil engineering instruments and equipment
· Proven ability to plan, lay out, and direct the work of subordinates
· Ability to plan projects and prepare related designs, estimates, and specifications
· Ability to perform complex engineering computations and develop comprehensive recommendations on engineering and planning issues
· Strong communication skills, both oral and written
· Ability to calculate and analyze complex cost reports
· Ability to establish and maintain effective working relationships with City officials, employees, contractors, and the general public
Education and Experience:
Bachelor's degree with coursework in civil engineering or related discipline, and related field and moderate experience in consulting or other municipal experience.
Special Requirements:
· Professional Engineering License.
· Possession of Class D driver’s license valid in the State of Tennessee.
Physical Requirements:
· Work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force
· Requires frequent speaking, hearing, and use of hands and finger dexterity and ability to handle or feel objects
· Frequent standing, walking, sitting, and repetitive motion; occasional stooping, kneeling, crouching or crawling, and reaching with hands and arms
· Occasional pushing, pulling, and lifting activities
· Requires close vision, depth perception, color perception, and the ability to adjust focus
· Vocal communication is required to express or exchange ideas effectively through spoken word
· Hearing is required to perceive information at normal spoken word levels
· Work involves preparing and analyzing written and computer-based data
· Requires visual inspection of small defects and/or small parts
· Involves the use of measuring devices, operation of motor vehicles or equipment, and observation of general surroundings and activities
· Occasional exposure to outdoor weather conditions
· Work is typically performed in a moderately noisy environment (e.g., business office with computers, printers, and light traffic)
