This position manages the Development Services division within the Engineering Services Department.  The Development Services division provides technical review and permitting for private site-development projects, public capital improvement projects, construction inspection for both private and capital projects, as well as management of utility and right-of-way permitting for the City.  This position works closely and collaboratively with the City’s Community Development Department to develop and manage effective development review systems and processes.  It also works closely with the Legal Department on right-of-way activities.  Responsibilities include coordinating assigned activities with other departments and outside agencies, and providing highly responsible and technically complex staff assistance to the department director.

This is a supervisory position that requires the application of professional expertise to determine facts, analyze problems, and make decisions without immediate supervisory review.  The position requires professional knowledge and technical proficiency in civil engineering and land-use administration, as well as supervisory and administrative experience.  The incumbent sets broad objectives and is accountable for the overall performance of the Development Services Division.Other duties may be assigned as needed.
  1. Manages the Development Services Division, which provides engineering review of land-use applications, and technical review of civil construction plans for both private and capital improvement projects.  The division also administers utility and right-of-way permits, civil construction inspection, and oversight of various construction/utility related functions.
  2. Responds to inquiries or concerns from internal and external customers regarding engineering design standards, development permits and active construction activity. Coordinates with franchise-utility providers, adjacent municipalities, and other external stakeholders regarding current and anticipated construction activity as it relates to their future service planning.
  3. Maintains, updates, and improves the City’s Engineering Design and Development Standards.  Recommends and coordinates updates to the standards with affected internal departments.
  4. Supervises the division’s staff, including assigning tasks, ensuring appropriate training, reviewing employees’ work processes and products, counseling employees, reviewing timesheets, giving performance evaluations, recommending disciplinary action; participates in the interviewing and hiring process for new employees and promotional positions. 
  5. Develops and manages the division’s budget, as well as short- and long-range plans for the division.  
  6. Recommends and implements new systems, policies and procedures as needed.  Maintains and updates existing systems, policies and procedures as needed.
  7. Represents the division at public hearings and council/committee meetings on land development issues; and may represent the city on inter-agency committees dealing with land development issues.
  8. Prepares a variety of written documents, such as correspondence, memoranda, city council agenda bills, and technical reports.
  9. Serves on the department’s management team.
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:  
  • Five years of related professional experience.
  • Two years of supervisory experience.
Education and Training:
  • Bachelor of Science degree in civil engineering or a related engineering specialty, construction management, or other related program that provides the education necessary to fulfill the essential functions of the position. 
Licenses or Certificates:
  • Washington State Professional Engineer license desirable.
  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.

While performing the essential functions of this job, the employee is frequently required to stand; walk; sit; use hands to finger, reach with hands and arms, handle, or feel objects, tools, or controls; and talk or hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must frequently lift up to 10 pounds; occasionally lift and/or move 10 to 20 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.


Work is performed mostly in an office environment with some time spent at construction sites.  At construction sites, the employee may be exposed to physical hazards such as moving traffic and heavy construction equipment.   Indoors, the noise level is usually low; outdoors, the noise level may be moderate to loud.


This position works a regular schedule, however, incumbents may be called in to work in emergency situations. Attendance and participation at evening meetings may be required.

Salary : $139,420 - $174,905
