This is a first level supervisory position that oversees the activities of a municipal custody facility. This position is responsible for planning, organizing, coordinating, and overseeing the daily operations of the municipal jail facility, including monitoring, supervising and maintaining custody of inmates, and supervising Custody Officers.
Work is performed independently in accordance with departmental procedures and policies under the general direction of the Custody Sergeant. The incumbent exercises judgment and decision-making in handling sensitive and/or emergency situations.
Other duties may be assigned as needed.
- In coordination with the Custody Sergeant and Commander, works to create and manage the jail operations, jail staff, and the inmate population according to policy, procedure, best practices, and innovative research to encourage consistent growth and opportunity.
- Manages the overall safety and security of the jail; executes emergency procedures and conducts regular on-the-job training and drills for staff.
- Supervises and coordinates the personnel matters for custody staff, including assigning tasks, scheduling staff, reviewing employees’ work, maintaining incident files, counseling employees, addressing complaints and resolving problems, giving performance evaluations, and recommending disciplinary action. Approves and tracks overtime, time off, and training requests.
- Ensures the efficient flow of jail operations and maintains safe staffing levels accordingly.
- Disseminates memos, policies, and orders and ensures that employees understand and comply with them.
- Oversees the daily operations of custody services to the Municipal Court, including the supervision of the assigned Court Custody officer, and coordinating court duties and requests with court staff.
- Books inmates into the jail; checks for outstanding warrants and other criminal history information; conducts personal and property searches; takes fingerprints and photographs; receipts and records payment of bail and money intended for inmates; releases inmates at completion of sentence.
- Supervises the activities of inmates within the facility; serves and documents food services; supervises inmates in cleaning details; verifies needs and makes arrangements for medical and health care; monitors use of prescribed medications; monitors visitation activities; monitors interviews with authorized persons; takes phone messages and relays information to authorized persons.
- When necessary, conducts regular security checks; screens and searches visitors; conducts periodic head counts and searches of inmates and the areas accessible to them to prevent flow of contraband into the facility; reports suspected drug or alcohol use to Supervisor as assigned.
- Conducts review and approval of daily log activities to include headcounts, inmate activities, movements and alerts in both New World and Guardian. Reads and approves all reports submitted by assigned staff.
- Instructs inmates on jail rules and procedures; investigates and reports suspected rule violations; takes informal action to correct inmate's behavior as appropriate; writes violation reports and submits them to the Supervisor as assigned; participates in inmates’ disciplinary proceedings as assigned.
- Performs research or gathers information for reports and/or program development to include staff development, mentorship, and facility safety and security.
- Supervises the home detention program.
- Maintains firearms proficiency.
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
- Must have successfully completed, prior to the date of promotion, at least three years of experience as a custody officer and at least one year of service with the City of Marysville Police Department.
Education and Training:
- High school diploma or GED certificate is required.
Other Qualifications:
- Must be able to successfully pass the City’s Civil Service examination process for Custody Corporal.
- Must be able to work a variety of scheduled shifts including nights, weekends and legal holidays.
Licenses or Certificates:
- Must be certified as a Correction Officer by the Washington State Criminal Justice Training Commission.
- Must possess, or have the ability to possess within twelve months, First Line Supervision certification.
- Must possess a current and valid Washington State drivers’ license.

This position works in a municipal jail in close proximity with inmates who may be physically and/or verbally abusive. The noise level in the work environment is usually low to moderate.
