JOB DESCRIPTION
POSITION TITLE: Staff Accountant
REPORTS TO: City Treasurer
EFFECTIVE DATE: October 1, 2023
JOB CLASS CODE: Non-Exempt / City Hall Bargaining Unit
Position Summary: Maintains general accounting and subsidiary ledgers, fixed asset accounts, and inventory records. Assists in financial reporting, audit, and budget preparation. Reconciles bank statements. Assists departments with the bid process. Assists with other projects as requested by the Treasurer or Chief Financial Officer.
Routine duties are performed independently, according to established procedures and practices. Supervisor makes work assignments, advises on unusual work situations, and checks projects in progress at/or upon completion.
ESSENTIAL DUTIES:
· Assist in the maintenance of accounting records (i.e., cash receipts, accounts payable, sub-ledger activities, accounts receivable, and month-end reconciliation).
· Prepare and process routine journal entries.
· Reconcile bank statements monthly, including Library, and Fire/Police Pension checking statements.
· Prepare and calculate annual fixed charge allocations and fringe charge calculations.
· Assist in preparing annual ACFR for audit and for the Government Finance Officers Association (GFOA) Certificate of Achievement Program which includes any support documentation, schedules, and/or statistical data.
· Assist in preparing Schedule of Expenditures of Federal Awards (SEFA) report for audit including all support documentation and calculations.
· Maintain fixed assets and depreciation records and reconcile to financial records.
· Assist departments with the bid process including mailing, advertising/notification, bid opening, correspondence, and filing.
· Assist other departments with financial related questions and other reporting requirements (such as for grants).
· Cross-train with other positions within the Finance department.
NON-ESSENTIAL DUTIES:
· Performs other related functions as assigned.
MATERIALS AND EQUIPMENT USED:
· Accounting and bookkeeping ledgers, either manual or computerized
· Standard computer software including word processing, databases and spreadsheet packages, and specialized financial management software.
· Standard office equipment including ten-key adding machine.
MINIMUM QUALIFICATIONS:
· Knowledge of financial accounting and budgeting, including generally accepted accounting principles. Experience with governmental fund accounting preferred.
· Knowledge of basic office procedures and practices.
· Demonstrated proficiency with computers, including spreadsheet and word processing software.
· Skill in operating standard office equipment.
· Skill in establishing and maintaining effective working relationships with supervisor, co-workers, and the general public.
· A bachelor's degree in accounting required; CPA preferred.
· A minimum of two years of accounting experience; preferably in the public sector.
· Basic typing and computer data entry skills
· Ability to work accurately with interruptions and while under pressure.
· Sound judgement and skill in problem solving.
PHYICAL DEMANDS:
· Lifting 20 lbs. maximum with frequent lifting and/or carrying of objects weighing up to 10 lbs.
· Frequent sitting, standing, and walking.
· Occasional driving.
· Must be capable of using hand(s)/feet for repetitive single grasping, fine manipulation, pushing, pulling, and operation controls.
· Frequent bending, twisting, and reaching.
· Occasional squatting and climbing.
· Ability to communicate orally in a clear manner.
· Ability to distinguish sounds at various frequencies and volumes.
· Ability to distinguish people or objects at varied distances under a variety of light conditions.
· Ability to withstand various noise levels and noise changes in the work environment.
