POSITION TITLE:              Parks and Recreation Coordinator


REPORTS TO:                     Assistant Director of Community Services


EFFECTIVE DATE:           May 1, 2023


JOB CLASS CODE:            Exempt/Administrative


COMPENSATION: The salary range is $55,579-$69,260 per year dependent on experience and qualifications.  The City of Marquette offers a generous benefit package including: Paid time off starting at 20 days of paid time off in addition to 12 holidays each year; high coverage, low-cost health insurance including medical, dental, vision and prescription coverage; defined contribution pension and more.  


POSITION SUMMARY


Plan, organize, coordinate, and administer a diversified program of recreation and community services.  Direct the operation and management of Tourist Park Campground, Cinder Pond and Presque Isle Marinas, Lakeview Arena, Presque Isle Pavilion, City ball fields, park buildings and other facilities.  Work with the Supervisor-Facilities Maintenance to identify park maintenance needs.  Promote and market use of the facilities, including new programs, services and special events.  Flexible schedule is required.  This position must be available to work occasional evenings, weekends and holidays.


Supervise directly or indirectly a staff of part-time and seasonal employees in supervisory, clerical, maintenance and attendant positions.


SUPERVISION EXERCISED


Responsible for hiring, training, scheduling and evaluating the work of part-time and seasonal employees.


ESSENTIAL DUTIES


An employee in this position may be called upon to do any or all of the following:



  • Work with the Supervisor-Facilities Maintenance to schedule necessary work to maintain mechanical, electrical and special systems. Coordinate inspection of all systems and determine cost effective repair or replacement.

  • Prepare, recommend and monitor annual operating budgets for Lakeview Arena, Tourist Park Campground, Cinder Pond and Presque Isle Marinas, ball fields, and Presque Isle Pavilion.

  • Supervise snow removal and grounds care for Lakeview Arena.

  • Participate in evaluating needs for recreation programs and work with community organizations to address these needs by encouraging use of City facilities.

  • Hire, train and evaluate the performance of part-time and seasonal workers, including at the marinas, campground, parks and recreation attendants, custodian, Zamboni drivers and skate guards.

  • Develop employee schedules for all assigned facilities. Plan and schedule security and facility operations during events.

  • Supervise the scheduling of ice time to maximize use of facility. Schedule and coordinate ice installation.

  • Maximize facility usage by marketing and promoting Lakeview Arena as a venue for recreational, entertainment and commercial events. Evaluate and recommend potential new uses of the facility.

  • Ensure that appropriate accounting, budgeting and financial controls are maintained for all income and expenses at assigned parks and recreation facilities. Account for all receipts by completing and balancing daily financial reports; ensure all proper cash handling procedures are followed.

  • Administer budgets as approved by City Commission, and when possible, develop supplemental funding sources through additional revenue sources and grants.

  • Assist in the development of City policy relating to the marinas, campground, arena ice and facility rental rates.

  • Assist with administration of all contracts relating to marinas, campground, Lakeview Arena, Pavilion, ball fields or other recreational facility usage.

  • Respond to customer complaints to resolve conflicts or correct problems. Work with client base to improve operations where possible.

  • Work with Assistant Director to coordinate any staffing needs for special events.

  • Prepare and analyze data and reports on various facility operations.

  • Represent the division at meetings and conferences as assigned.

  • Required to be on-call during large events held during non-traditional working hours and/or weekends/holidays scheduled at Lakeview Arena or other facilities.

  • Act as liaison for one or more City Boards or Committees.


NON ESSENTIAL DUTIES



  • Perform other related duties as assigned.


MATERIALS AND EQUIPMENT USED



  • Standard office software as well as specialized financial, recreation and point of sale software.

  • Standard office equipment including telephone, computers, calculators and copiers.

  • Ice resurfacing and athletic field maintenance equipment


MINIMUM QUALIFICATIONS REQUIRED



  • Bachelor’s degree in recreation management, leisure services, outdoor recreation, commercial recreation, business administration or related field.

  • Previous experience in the operation of a marina, campground, ice arena, community center, recreation center, athletic fields or similar facility.



  • Knowledge and experience in the installation, removal and maintenance of a high-quality ice-skating surface.

  • Knowledge of park maintenance principles to develop and implement rules and schedules for the orderly operation of a wide variety of City recreation facilities.

  • Knowledge of principles and practices of business management to effectively manage the various revenue generating events and facilities.

  • Skill in evaluating financial and other complex reports.

  • Skill in coordinating, scheduling and managing the work of a large number of employees.

  • Skill in establishing and maintaining effective working relationships with public officials, community groups, fellow employees and the general public.

  • Ability to make effective oral and written presentations.


PHYSICAL DEMANDS


  • Lifting 20 lbs. maximum with frequent lifting and/or carrying of objects weighing up to 10 lbs.
  • Frequent sitting, standing and walking.
  • Occasional driving.
  • Must be capable of using hands/feet for repetitive fine manipulation and operating controls.
  • Frequently bending, twisting, and reaching.
  • Occasional squatting and climbing.
  • Ability to communicate orally in a clear manner.
  • Ability to distinguish sounds at various frequencies and volumes.
  • Ability to distinguish people or objects at varied distances under a variety of light conditions.
  • Ability to withstand high noise levels and temperature changes in the work environment.
