DEFINITION
Under general supervision from the Recreation & Cultural Services Director, this position develops and implements recreation activities for diversified age and specialized groups; supervises part-time and contractual personnel; and does related work as required.
 
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Recreation and Cultural Services Director.  Provides direct and indirect supervision of part-time Recreation Instructors and contracted instructors. EXAMPLES OF DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.  Duties may include, but are not limited to, the following:
  • Plans, coordinates, promotes, develops, supervises and evaluates a comprehensive program of recreation activities and services for all ages and abilities.
  • Responsible for on-site management of facilities including scheduling use.
  • Hires, trains, supervises, schedules and evaluates part-time and contractual personnel.
  • Interprets departmental policy.
  • Arranges and schedules facilities, equipment and activities.
  • Meets and works with staff, user and community groups.
  • Prepares and administers program budgets.
  • Prepares and monitors records.
  • Writes correspondence and reports.  
  • Deals tactfully and courteously with the public and other City employees by establishing and maintaining cooperative working relationships.  Provides information and assistance to individuals inquiring about departmental policies and programs.
  • Provides recreation and maintenance support to department head in general areas of facilities, parks, and playgrounds
  • Assists in special events including but not limited to; Multiculutural Festival, 4th of July Celebration, Halloween Bash, Thanksgiving Community Meal, Winterfest, Spring Fling and Egg Hunt. 
  • Submits and approves timesheets and complies with payroll deadlines.
  • Opens, closes, inspects and cleans facilities as needed.
  • Performs a variety of office assignments, including typing, proofreading, filing and recording and checking information on records; answers the telephone and provides customer service to the public, scheduling appointments and giving information and assistance as required; operates office equipment and files documents and records according to predetermined classifications; maintains alphabetical index and cross-references files; and prepares and distributes forms.
  • Performs related work as assigned.
After the evaluation of minimum qualifications, examination parts for this recruitment may include, but are not limited to the following: written exam, performance exam, oral appraisal interview, physical ability test, oral presentation, project assignment, etc. If moved forward, candidates will be notified via email of the type of examination required for this recruitment.Education and Experience:  Any combination equivalent to experience and education that would likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
Education:  Any combination equivalent to a Bachelor’s Degree in Recreation or related field.
Experience:  Two (2) years of responsible experience in recreation or facility management.  Some supervisory experience is required.
 
License or Certificate:  
  • Possession of a valid California state driver’s license and Class B license issued by the state Department of Motor Vehicles.
  • Current CPR Certificate.
  • Current Food and Safety Certificate
  • American Red Cross Standard First Aid Certificate preferred

KNOWLEDGE, SKILLS, AND ABILITIES:
The following generally describes the experience, knowledge and abilities required to enter the job and/or to be learned within a defined short period of time in order to successfully perform the assigned duties.
 Knowledge of:
  • Philosophy, principles, practices and techniques of contemporary recreation programming.
  • Recreation management and administration including budget development and oversight.
  • Training and supervision of recreation instructors leading activities and participants, 
  • Organizing and implementing recreation programs.
Ability to:
  • Plan, organize, and implement programs and activities in the recreation or community services field.
  • Inspire and infuse creative ideas and activities into programs.
  • Implement program specific budget.
  • Actively train, supervise and develop part time employees
  • Work effectively with a variety of participants and the general community.
  • Effectively evaluate effectiveness of programs.  
  • Communicate effectively in oral and written form and assimilate and understand information in a manner consistent with the essential job functions.
  • Operate a variety of equipment used in the Recreation and Cultural Services Department.
  • Make sound decisions and utilize good judgment in the performance of the duties and responsibilities of this classification.

The physical demands and work environment characteristics described here are representative of those required to successfully perform the essential functions of this position. Work is primarily performed in a standard office environment with moderate noise levels and controlled temperature conditions. The position requires frequent use of a personal computer and related software applications, telephone, copier, scanner, and other standard office equipment. Duties involve continuous sitting for extended periods, intermittent standing and walking, occasional bending, reaching, twisting, and fine manual dexterity for keyboarding and document handling. The incumbent must be able to lift and carry materials weighing up to 25 pounds.

The position requires regular verbal and written communication, including extensive telephone and electronic communication, and may require attendance at evening meetings or travel to off-site meetings, conferences, or other City facilities.

Work may occasionally be performed outdoors at special events, or field locations, with exposure to sun, varying temperatures, wind, uneven surfaces, and other typical outdoor environmental conditions. The incumbent may also be exposed to moderately loud noise levels in field settings.

The position requires frequent interaction with employees, members of the public, and other stakeholders, including individuals who may be experiencing stress or conflict, necessitating professionalism, composure, and effective interpersonal communication.

Salary : $33 - $40
