The Senior Human Resources Business Partner (Senior HRBP) will lead complex employee relations matters for assigned business units and serve as a strategic HR partner to City leadership. The Senior HRBP will develop collaborative relationships with management and employees to deliver superior HR services aligned with the City’s mission and values.
Additional responsibilities include supporting all HR employee administrative functions throughout the employee lifecycle, ensuring labor and employment law compliance, and contributing to Citywide HR projects and initiatives. The Senior HRBP must possess demonstrated experience working with labor unions and applying collective bargaining agreements in a public sector environment.
Essential Duties & Responsibilities

- Conduct and/or attend regular meetings with assigned business units to analyze trends and metrics, to support programs, policies, and issue resolution.
- Manage and resolve complex employee relations issues. Conduct effective, thorough, and objective investigations.
- Maintain up-to-date knowledge of legal requirements to minimize risk and ensure regulatory compliance.
- Partner with the city attorney's office, union representatives, and management as appropriate.
- Provide day-to-day HR support and administrative duties for assigned business units.
- Partner with leadership and employees to improve workplace relationships, build morale, and enhance retention and productivity.
- Provide guidance and interpretation on HR processes, city and department policies, collective bargaining agreements (CBAs), compensation, benefits, retirement, reorganizations, workforce planning, and succession planning.
- Provide professional HR advice and strategic direction in areas of employee relations, total compensation, recruitment and selection, employee development and training, equal employment opportunity law compliance, and other HR areas.
- Participate in union negotiations and related labor relations activities.
- May attend job fairs and public events, representing the city and interacting with the community.
- May conduct audits of payroll, timekeeping, and HR systems to ensure compliance with laws, policies, and CBAs.
- Write clear, accurate, and professional correspondence, reports, and personnel-related documents.
- Build and maintain effective client relationships and serve as an HR subject matter expert to assigned departments.
- Respond to HR-related requests from employees, leadership, external agencies, and the public.
- Develop, conduct, and participate in salary surveys as assigned.
- Stay current on relevant employment laws including but not limited to FLSA (including Fire 207(k) schedules, FMLA, ADA, USERRA, Workers' Compensation, HIPAA, COBRA, and EEOC regulations.
- Process HR actions in the HRIS system and maintain both physical and electronic employee records.
- Ensure safe work practices and support the City’s safety culture.
- Perform other duties as assigned in support of citywide and HR initiatives.
Minimum Qualifications:
- Seven (7) years of progressive HR experience across multiple disciplines (e.g., employee relations, compensation, benefits, labor relations, and employment law), with at least five (5) years of experience managing complex employee relations matters.
- Demonstrated professional growth through ongoing education and training.
- A current HR certification (HRCI, SHRM, or IPMA).
- Experience working with labor unions and interpreting/applying CBAs in a public sector or unionized environment.
- Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the job.
Preferred Qualifications:
- Bachelor’s Degree in Human Resource Management, Public Administration, or a related field.
- Previous public sector experience.
- Experience supporting unionized public sector environments and participating in collective bargaining.
Compensation & Benefits:
The salary range for this position is $67,073 to $92,973, depending on qualifications and experience. The City of Maricopa offers:
