Performs highly responsible managerial and technical work involving administrative oversight of contractor construction, personnel, and equipment assigned to construction and maintenance projects and commercial right of way permitting functions. Areas of responsibility include but are not necessarily limited to: capital projects management, streets and drainage, fleet and equipment management, traffic and roadways signals and markings, roadways and bridges maintenance, and landscape maintenance.
Salary dependent on relevant experience and skills.   • Manages and provides administrative oversight for the activities essential to capital projects management and public works management of the City's roadways, streets, and stormwater management infrastructure
  • Coordinates, monitors, and inspects work of contractors/vendors in the performance of various maintenance projects, including but not limited to, traffic signals and signs, roadway pavement, storm drainage and utilities, sidewalks, and curbing work
  • Ensures appropriate planning and coordination of construction, maintenance, and repair activities with other utilities and public works projects in various stages of progress to maximize overall efficiencies and minimize disruption in City services
  • Assists in the planning and implementation of training and safety instruction for public works personnel; ensures adherence to established safety standards and procedures
  • Works collaboratively with engineers, developers, contractors, builders, and consultants in matters pertaining to the City's public works and streets and drainage systems infrastructure
  • Reviews blueprints, plans, specifications, and contracts; estimates costs and identifies potential problem areas; works to proactively resolve and/mitigate issues accordingly
  • Reviews and verifies invoices and payment requests for accuracy and proper payment
  • Performs periodic routine visual inspections on the progress of projects in progress to ensure adherence to project specifications; performs final inspections to ensure compliance with agreed upon scope of work and contract/project deliverables
  • Ensures equipment, machinery, tools, and supplies are properly inventoried, maintained, and operated in compliance with established safety protocols and procedures
  • Reviews and/or prepares various records and reports to include work orders, electrical/mechanical drawings, inspections logs, and projects specifications
  • Inspects work in progress; modifies or adjusts work methods and related factors to ensure projects are completed in accordance with work orders
  • Reviews right of way permit applications for all land uses other than single-family residential in Energov/Tyler/IG Inspect city permitting software. Provides review comments, denials, or approvals. Inspects right of way permit work performed by permittee. Reinspects, as necessary
  • Reviews seawall permit applications for seawalls including storm sewer in Energov/Tyler/IG Inspect city permitting software. Provides review comments, denials, or approvals. Inspects seawall permit work performed by permittee. Reinspects, as necessary
  • Reviews site development plan applications as needed
  • Manages public works related contractors to ensure that work is being performed properly and safely, traffic is being maintained, restoration is completed, debris is removed, etc.
  • Reviews vendor pay requests to verify quantities and pricing
  • Calculates paving quantities for asphalt, base, striping, curbing, gutter, milling, etc.
  • Prepares maps and graphics as needed
  • Prepares invitations to bid (ITB) documents including scope of work, bid schedule summaries, technical specifications, public notices, details, sketches, etc.
  • Serves on review committees for RFP’s, RFQ’s, RFI’s, etc. Scores submittals and participates in review process
  • Attends and presents items to city council as requested
  • Provides descriptions and summary of project status for monthly department reports. Writes, updates, and contributes information for monthly reports
  • Compiles street sweeping spreadsheet logs, illicit discharge information, solid waste collection data, inspection reports, and other documents as needed for MS4 and category 4e permitting and compliance
  • Prepares costs and estimates for annual budgets
  • Obtains pricing and quotes for equipment, machinery, materials, etc. purchases
  • Attends FDOT, FDEP, MPO, etc. meetings, training, functions, etc. Provides summary of material covered
  • Serves as needed on city EOC or other functions during emergencies and/or catastrophic events
  • Responds after hours as needed or directed to public works related or city emergencies
  • Responds to emails, public concerns, questions, etc. in a timely basis
  • Reports code violations to code enforcement
  • Attends and testifies as needed at code related magistrate hearings for public works matters
  • Reviews timesheets and time off requests for assigned employees
  • Performs annual employee evaluations for assigned employees
  • Performs employee counseling including written documentation as needed for assigned employees
  • Serves under the Public Works director and performs other duties as directed by the Public Works director

Supervision:

  • Assists in the review and evaluation of work methods and procedures and meets with management staff to identify and resolve problems
  • Assists in the training, and development of staff; works with employees to correct deficiencies
  • Participates in the development and administration of the departmental budget; the forecast of funds needed for staffing, equipment, materials, and supplies

Minimum Qualifications: High School diploma or GED; supplemented by seven or more years' progressively knowledgeable and skilled experience in construction management, public works, construction inspection, and/or civil engineering, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training and/or experience. Must have a valid Florida driver's license. Full time in-office attendance is required.

  • Knowledge of applicable federal, state, and local regulatory laws, standards and requirements governing the work
  • Knowledge of the principles, practices, methodologies, and techniques utilized in management of public works, capital construction, and streets and roadways maintenance and repair
  • Knowledge of department policies and procedures for the preparation, production, and maintenance of reports, documentation, and records
  • Skill in critical thinking for resolution of construction issues and process improvement recommendations
  • Ability to assess site conditions, recognize current and potential safety hazards, and proceed with operations in a manner to protect personal, team, and life safety
  • Ability to research, compile, and develop clear, concise, and accurate reports and associated documentation to facilitate effective decision making
  • Ability to articulate, demonstrate, and train others concerning current laws, standards, policies, and procedures
  • Ability to exercise sound judgment and maintain confidentiality regarding critical and sensitive information, records, and reports
  • Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software
  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
  • Ability to measure and perform mathematical computations applicable to the work
  • Ability to provide exceptional internal and external customer service
  • Ability to regularly attend work and arrive punctually for designated work schedule
  • Ability to communicate effectively verbally and in writing
  • Ability to organize work for timely completion

OTHER REQUIREMENTS

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling.

ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside and outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to communicate orally and in writing.

EMERGENCY RESPONSE AND ESSENTIAL EMPLOYEE STATEMENT
Every City employee has emergency response responsibilities, though not every position will be considered an essential employee during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
