PAY RANGE - $56,472.00 - $80,516.80/yr - plus a comprehensive benefits package

GENERAL STATEMENT OF DUTIES:

Coordinates the processing of payroll, benefits, and related special projects support for all City departments; performs directly related work as required.

DISTINGUISHING FEATURES OF THE CLASS:

The principal function of an employee in this class is to perform centralized accounting processing duties, process payroll, enroll new employees into all related programs, and process tax information. The work is performed under the supervision and direction of the Compensation/Benefits Manager but considerable leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees, outside consultants, any person seeking employment with the City, other employers, and the public. The principal duties of this class are performed in a general office environment.

EXAMPLES OF ESSENTIAL WORK:

  • Coordinates the City-wide payroll process;
  • Verifies salary scale with positions for all new employees;
  • Inputs and audits payroll system and tracks merit and longevity steps for all City employees, including adjusting and correcting errors after payroll processing;
  • Issues manual checks on demand, controls and voids checks in system, including auditing individuals after such transactions are completed;
  • Oversees Workers Compensation claims, including calculating supplemental pay;
  • Provides information to and trains personnel from other City departments in payroll processing procedures;
  • Assists with implementation of Enterprise Resource Planning (ERP) software system;
  • Receives payroll authorization forms from City departments and reviews them for accuracy and adherence to all City personnel policies;
  • Updates all changes into employee files based on information from payroll authorizations;
  • Monitors and reviews bi-weekly and monthly time sheets from City departments to ensure compliance with City policies;
  • Maintains current employee address file;
  • Tracks and posts all types of leave for all City departments;
  • Maintains Department files, including confidential personnel matters and other information deemed public domain, maintaining the responsibility to release only the appropriate information;
  • Supports the classes of Human Resources Generalist, Benefits Manager, and Compensation Manager;
  • Calculates costs of across-the-board increases as well as other needed financial information;
  • Provides guidance and demonstrations to new employees in similar positions;
  • Keeps supervisors informed of work progress, issues, and potential solutions;
  • Attends meetings and training to stay current on relevant practices and developments;
  • Responds to citizen inquiries courteously and promptly;
  • Coordinates regularly with others to enhance interdepartmental efficiency; and
  • Performs additional duties as required by the classification.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Thorough knowledge of generally accepted accounting practices;
  • Thorough knowledge of modern office procedures and methods, including record keeping and filing;
  • Thorough knowledge of modern business communication, including the format of letters, memoranda and reports;
  • Substantial knowledge of the current practices and procedures involved in public sector employment practices;
  • Substantial knowledge of all relating employment laws;
  • Substantial knowledge of the structure and format of municipal government;
  • Ability to use the basic functions of data entry and data processing;
  • Ability to add, subtract, multiply, divide, and derive percentages;
  • Ability to handle confidential information with tact and discretion;
  • Ability to communicate well with others, both orally and in writing, using both technical and non-technical language;
  • Ability to understand and follow oral and/or written policies, procedures, and instructions;
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;
  • Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Integrity, ingenuity, and inventiveness in the performance of assigned tasks.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • Graduation from an accredited college or university with an Associate’s Degree in Accounting, business, or a related field; and
  • Three to five years of experience in payroll processing, benefits processing, or accounting in a business office; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

ESSENTIAL PHYSICAL ABILITIES:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review written documents in both electronic and hardcopy formats;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer and related office equipment;
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to turn, reach and grasp repetitively;
  • Sufficient strength and endurance, with or without reasonable accommodation to lift, carry and move objects, through a full range of motion, up to 10 pounds occasionally, 5 pounds frequently and 2 pounds consistently;
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to function in the general office environment.
