PURPOSE OF POSITION
Performs a variety of clerical work with additional heavy work involving semi-skilled and skilled labor in locating water and sewer mains, service lines, valves, meters, and provide for the location of stormwater infrastructure within City limits, and for maintaining, creating and updating maps and records that indicate the locations of utility lines and stormwater infrastructure. Works under the general direction of the Public Works Director or assigned designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
Receives requests, via computer email, facsimile, phone, and in person, from City employees, contractors, and representatives from outside agencies to locate utility lines.
Obtains maps, as-built drawings, blueprints, and descriptions from utility companies, regulatory agencies, and contractors, and reviews such documents to determine the correct location of utility lines and stormwater infrastructure.
Locates underground utility lines using magnetic, radio detection locators, ground penetrating radar, and other electronic locating equipment, and physical detection with soft digging and hand digging methods.
Makes field notes on the locations of underground utility lines and stormwater infrastructure.
Marks pavements, streets, and dirt surfaces with spray paints using specific colors of paint that correspond to the type of underground utility lines, in conformance with underground service requirements.
Uses GIS and other computer software programs to create and update maps on utility line locations.
May distribute updated maps to field maintenance crews, inspectors, and other City employees.
Conducts field meetings with City employees, contractors, and representatives from outside agencies and indicates the location of utility lines. May serve as a Utilities representative to oversee and inspect waterline/wastewater line construction projects and issuing reports.
Provides the location of utility lines over the phone by stating street names and the location of colored markings to employees, contractors, and representatives from outside agencies.
Identifies damage to utility lines, hydrants, and other utility facilities and reports damage to Utilities Supervisory Staff.
Maintains records on work activities and damages to utility lines.
Prepares periodic reports on the number and type of utility lines located and submits reports to Supervisor for review.
Uses computer programs to create charts, tables, and graphs that display the number and types of utility lines located.
Checks electronic locating equipment for proper operation and cleans and performs minor maintenance on equipment when necessary.
Sets up traffic control devices such as cones, barricades, and warning signs on streets and roads to establish safety barriers around work sites.
Assists water and wastewater field crews in repairing utility work such as water breaks, lateral installations, valves, meters, pipe repairs etc.
May enter vaults, using confined space entry procedures, to determine the types and sizes of pipelines.
May participate in meetings with employees from other divisions and departments, contractors, and representatives from outside agencies, to obtain information on construction projects and provide information on the location of utility lines.
May train utilities maintenance staff to operate line location equipment. Create and update maps, charts, tables, and graphs.
Maintains availability for “standby” assignment for a week at a time or other pre-determined schedule, and availability for return to work under City’s “call back” procedures.
OTHER JOB FUNCTIONS
Provides back up to other related positions.
Completes forms, writes reports for various regulatory agencies.
Maintain equipment inventory records and stockroom for repair parts and supplies.
Coordinate scheduling of vehicles for Fleet Maintenance.
Serves on various committees and attends meetings as required.
Perform other duties as assigned.
High school diploma or equivalent required. Two (2) or more years of experience using electronic locating equipment to locate underground water or wastewater utilities. Two (2) years’ experience in water distribution operation and maintenance or wastewater transmission required or any equivalent combination of relevant education, training, and experience.
Possess a Qualified Stormwater Management Inspector certification or obtain the certification within two (2) years of employment.
Possess and maintain a valid Florida Driver's License.
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
Must possess the Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain it every year thereafter per state statute 282.318(4)(i).
SPECIAL REQUIREMENTS
WHEN ASSIGNED TO WATER DISTRIBUTION:
Possess and maintain a valid Florida Level 3 Distribution System Operator License or obtain the license with two (2) years of employment.
WHEN ASSIGNED TO WASTEWATER COLLECTION:
Possess a Pollution Control Operators' Association Voluntary "C" Wastewater Collections or obtain the license with two (2) years of employment.
Have a working knowledge of water distribution and production systems, and wastewater transmission systems, data entry, electronic and electrical systems.
Have a working knowledge of components and operational characteristics of water, sewer, electric, telemetry, and cable lines; operation of equipment used to locate utility lines.
Have skills in the operation of equipment used to locate utility lines.
Ability to use computer programs used to create and update maps; drafting principles and techniques.
Working knowledge of safety practices and procedures; and confined space entry procedures.
Working knowledge of the Sunshine One Call and pertinent State regulations, and Utility Standards and construction specification manual.
Ability to determine the correct location of underground utility lines using electronic locating equipment; review and interpret maps, as-built drawings, descriptions, and blueprints to determine the locations of underground utility lines.
Ability to maintain accurate records and reports on work activities; understand and follow verbal and written instructions; work independently and prioritize work; communicate effectively, both verbally and in writing; and establish and maintain effective working relations with those contacted in the course of work.
General knowledge of various maintenance and construction tasks.
Read and interpret blue prints, construction drawings, and electrical diagrams.
