MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in Computer Science, Information Technology/Systems, or a closely related field, or equivalent combination of education, training, and experience to commensurate with years of a bachelor’s degree.
Five (5) years or more of direct experience within the information technology field as well as experience in wide-area networks, to include at least two (2) years of supervisory experience, or an equivalent combination of education, training, and experience.
Must possess a valid State of Florida Driver's License. Must pass an annual criminal background check, to include but not limited to fingerprinting.
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment. The ICS-100, ICS-200, and the IS-800 within 90 days of employment. The ICS- 300 and the ICS- 400 within 180 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.
PREFERRED QUALIFICATIONS:
Certification for Government Chief Information Officer and/or Information Systems Security Professional.
Two (2) or more years of management work experience with Cisco network systems.

PURPOSE OF POSITION:
Performs a variety of complex administrative, professional, and technical work developing, implementing, and managing information technology (IT) efforts to maintain efficient and effective daily municipal operations. Work is performed under the general supervision of the City Manager, or designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
ESSENTIAL JOB FUNCTIONS:
Analyzes the needs of different city departments and implements the best methods to meet administrative objectives by managing existing or developing new information processing systems.
Provides “hands-on” management of technology infrastructure while directly supervising a staff of support personnel to achieve reliable, efficient and secure operations.
Prepares and administers the Information Technology department budget; performs cost control activities; and monitors expenditures in assigned area to assure sound fiscal control, effective and efficient use of budgeted funds, personnel, materials and time.
Oversees work procedures; prepares work schedules and expedites workflow; and studies and standardizes procedures to improve efficiency and effectiveness of city-wide operations.
Supervises department staff, including the establishment of staffing standards, organization, assignment of duties. Plans and organizes work; provides training, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Monitors work in progress for compliance with policies, procedures, and standards of quality and safety; ensures projects are completed in a timely manner and within budget.
Establishes, implements, and enforces continually updated security management practices for citywide operations, computer systems, email, data network, cell phones and related equipment including police and fire emergency services network and records management systems.
Ensures confidentiality, integrity, security and availability of the city’s information and communications systems while monitoring current technology trends for developing threats.
Maintains and replaces IT related equipment to ensure consistent and reliable operations.
Prepares essential information, reports for city administrator decision-making purposes.
Provides progress reports on project status and deviation from goals.
Implements IT related policies and procedures including, but not limited to workstation and server management, internet usage, email usage, applications, file access, backups, disaster recovery, security issues, antivirus, antispam, telecommunications, and software installation and distribution.
Monitors and addresses cyber security risks.
Prepares, solicits, and analyzes proposals for hardware, software, and telecommunications solutions.
Reviews user skill levels and implements software and hardware training programs as needed for city employees.
Manages public procurement practices in the acquisition of Information Technology related hardware and software.
Provides professional advice to Department Heads and supervisors; makes presentations to Department Heads, supervisors, boards, commissions, civic groups, and the general public.
OTHER JOB FUNCTIONS:
Attends public hearings or City Council meetings, as needed.
Provides on-site to provide technical support during emergencies.
Stays current with IT trends and architecture standards.
Attends seminars and workshops related to duties and responsibilities.
Establishes and maintains contact with vendors and other jurisdictions.
Performs all other duties as assigned.
CRITICAL SKILLS AND EXPERTISE:
Considerable knowledge and work experience with modern electronic Information Technology, principles, practices, office automation, relational databases, computerized financial applications, and local area networks (LAN).
Considerable knowledge and work experience with Microsoft operating systems and applications, servers, routers, switches, workstations, general computer hardware, Active Directory, DHCP, DNS, Exchange, virtual machines, network systems backup, TCP/IP, subnets, network design, firewalls, security, IP telecommunications, cell phones, troubleshooting and disaster recovery.
Ability to prepare and analyze complex reports; ability to maintain efficient and effective automated systems; ability to develop solutions to software problems; ability to install and troubleshoot PC and network systems; ability to effectively supervise staff; ability to interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to write reports, business correspondence and procedure manuals.
Ability to read and understand technical manuals and system schematics; ability to conduct tests, analyze test results, detect software errors and take proper corrective steps; ability to conduct research and communicate effectively verbally and in writing.
Skill in network design, troubleshooting and repair of all aspects of the network and individual components.
Skill in personnel management and supervision, administration, budgeting, and workflow management.
