General Position Summary

Responsible for field enforcement of zoning, health, safety, property maintenance, business licensure, protection of public property, and other nuisances found in the City Code of Ordinances. Works a rotating schedule from Monday through Saturday (working on a Saturday a minimum of once per month).

Examples of Responsibilities

  • Receives, tracks code enforcement complaints, and creates cases reference.
  • Logs complaints, code violations and nuisances and inputs inspection results into an automated code enforcement software program using a desktop, laptop/notebook or tablet computer.
  • Performs field investigations of code complaints and defines nuisances.
  • Seeks resolution of code and nuisance complaints through preparation of warning letters and personal visits to violators.
  • Explains code requirements to public and businesses and defines nuisances.
  • Prepares cases for prosecution, testifies at trial, tracks court-ordered abatements, and issues citations as required.
  • Mediates neighbor disputes when official action is not warranted.
  • Patrols City to proactively identify code violations and nuisances.
  • Removes unauthorized signs and other objects from public property and nuisances to include City right-of-way.
  • Issues stop work orders where work is being performed without permits or where unlicensed contractors are performing work without a valid license.
  • Perform process of applying stickers and towing inoperable vehicles.
  • Performs other related duties as required.

Job Conditions

  • Position splits time approximately 20% in office and 80% in field.
  • May require mandatory overtime work and requires flexibility to work additional hours when needed to complete projects and assignments.
  • Field work is often done in rain and other inclement weather.
  • Field work is often done at job sites with dangerous conditions such as incomplete structures, paint and other chemicals on-site, electric tools in use, noise, etc.
  • Must maintain a strong driving record for city insurance purposes and the record may be periodically checked by the City.
  • Strong background record required, due to frequent interaction with the public.
  • Must be able to work various schedules, including working on Saturdays at a minimum of once per month (or more, as needed).

Minimal Qualifications

High School Diploma (or GED) plus at least one year of customer service experience, municipal government experience, law enforcement experience, or experience in planning, building, or code enforcement certification through a nationally recognized code accreditation agency or organization as a Building Inspector or Code Enforcement Officer preferred. Certification/accreditation will be required within one (1) year by the American Association of Code Enforcement, or equivalent.

  • Ability to conduct thorough field inspections for nuisance and code violations.
  • Ability to drive a four-wheel vehicle off road.
  • Strong verbal and written communication skills.
  • Strong prioritization, organization and follow-up skills.
  • Ability to operate a desktop, laptop/notebook, or tablet computer and associated software to input code enforcement complaints, create cases and log inspections and results both in the field and in the office.

Physical Capabilities

  • This position’s physical requirements involve light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
  • Ability to communicate verbally and in writing with the public.
  • Ability to work around specific chemicals required for building construction.
  • Ability to stand/sit for extended periods of time.
  • Must be able to drive.
  • Ability to travel.
  • Ability to be mobile in order to inspect various properties may require climbing into and out of ditches, hills, buildings and varying terrain.
