Summary
The City of Lynnwood Municipal Courts is seeking a Courts Operations Supervisor!
The Court Operations Supervisor, plans, implements, and manages the daily operations of the municipal court including responsibility for supervision, training, evaluation, and development of court staff. This position oversees collections, accounting functions, jury management, court procedures, court technology, development of and updates to desk manuals. This is a supervisory position that requires the application of professional knowledge and expertise in court operations as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate review. The Court Operations Supervisor may respond to sensitive and complicated inquiries related to judicial branch programs or policies. This position works under the direction of the Court Administrator.
Essential Functions
- Supervise assigned court staff, including assigning tasks, providing appropriate training, reviewing work processes and products, counseling employees, reviewing timesheets, giving performance evaluations, recommending corrective action, participating in the resolution of grievances. Ensures work is completed in compliance with all applicable laws, procedures, and policies.
- Assist Court Administrator with cash flow management; audit case files to ensure accuracy; research and organization of data; development of special projects, reports, and studies; analyzing and organizing information and reports related to administrative support activities and making recommendations to the Court Administrator or Presiding Judge, as appropriate.
- Analyze and evaluate processes and procedures for continuous improvement, better technology to allow for efficiencies with court processes and procedures and assist with the training and implementation of technology.
- Participate in the interview and hiring process for new employees.
- Perform duties of the court administrator in his/her absence as required.
- Assists in the budget process; gathers and researches budget information; assists in monitoring and maintaining budget control information; orders supplies and equipment; receives invoices and processes payments.
- Performs special projects and related work as assigned.
- Acts as liaison for the municipal court with city departments, local, county and state government officials, private organizations and the public concerning municipal court non-judicial operations; provides direction, and answers more difficult or complex operations questions regarding legal procedures or interpretations.
- Coordinates the scheduling of jurors and jury trials.
- Resolves operational or interpersonal conflicts with the public or employees.
- Assists court administrator and judges in the formulation and implementation of court rules, policies, and court forms; recommends procedural changes required by changes in law or court policy.
- Ensures financial accountability for the municipal court; oversees the collections and accounting functions.

- Knowledge of functions, policies, procedures, and operations of the municipal court.
- Knowledge of Municipal court recordkeeping, retention requirements and terminology.
- Knowledge of Washington Court Rules and federal, state, and local laws, rules, and regulations.
- Knowledge of Principles and practices of effective supervision and progressive discipline.
- Knowledge of General Rule 29 (GR 29) and principles and practices of public and court administration.
- Skilled in planning, direction, and coordination of the work of others.
- Skilled in mediation, negotiation, and conflict resolution.
- Ability to maintain confidentiality and tact in dealing with the public and coworkers.
- Ability to organize and supervise personnel engaged in work requiring accuracy and attention to detail.
- Ability to organize and express oneself in written and oral communication.
- Ability to manage organizational change
- Ability to manage multiple projects and components concurrently, efficiently, and accurately
- Ability to organize data for presentations, make presentations and facilitate group communication.
