Under general supervision, the HS Client Benefit Specialist III performs operational functions related to determination of eligibility for multiple public assistance and human services programs in accordance with local, state and federal requirements.
Distinguishing Characteristics
HS Client Benefit Specialist III is the advanced journey-level worker who has the ability to assist with complex services under the lead of the HS Client Benefit Specialist IV. The incumbent demonstrates a working knowledge of eligibility requirements, has a comprehensive knowledge of programs and of their primary assignment, and serves as a resource for members of their unit.
EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5% or 5% of base salary, based on completion of Associate's/Bachelor's/Master's degree.
BILINGUAL INCENTIVE: An additional $0.65/ $0.80/ $0.90 per hour (depending upon skill) for Bilingual Certified employees filling bilingual-required positions.*
AGENCY/DEPARTMENT: Human Services Agency
HS Client Benefit Specialists III's are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.
The list established from this recruitment will be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies for this position throughout the County.

Currently working as a regular employee in the Human Services Agency. NOTE: Regular employee means one who has been appointed from an eligible list to an allocated position in the County service.
Education, Training, And Experience
The required knowledge, skills, and abilities are typically obtained by two (2) years of experience determining eligibility for public assistance in a public human services agency in the State of California.
An Associate’s Degree or higher from an accredited university in a field related to human services or a Human Services Certificate issued from an accredited California Community College can be substituted for six (6) months of experience.
Special Requirements: Some positions may require possession of a valid California driver license at the time of hire.
Working conditions: Work is primarily performed in an office environment but may require visits to other organizations, agencies and departments, private businesses, client homes or work locations; and will require direct meetings with the public, co-located and external program partners and other community groups.

Examples Of Duties

- Assist applicants and recipients of multiple public assistance programs by interactively interviewing the applicant/recipient to obtain financial, employment, and personal demographic information, and entering the information into on-line, automated eligibility systems.
- Interview clients and/or family members individually and/or in group settings to obtain required information to establish financial status and verify eligibility for benefits such as CalWORKs, Medi-Cal, Food Stamps and Employment Services.
- Explain services, benefits, program requirements and governmental procedures individually and/or in group settings; may provide assistance in the agency resource centers.
- Assess financial, personal and social information to determine applicant need, validate the system-determined benefit, and authorize issuance of benefits.
- Contact individuals, public and private agencies, businesses and other resources to verify information by telephone, mail or home visits.
- Process applications, forms and reports, enter case information and record contacts into automated systems, and maintain paper and electronic case files.
- Review electronic and hard copy case records to determine basis of eligibility, benefit computation, compliance with program policies and procedures.
- Maintain knowledge of, interpret, and apply multiple program regulations as appropriate.
- Meet regulatory and automated system deadlines in a timely manner, in accordance with local, state, and federal compliance regulations, as well as internal performance standards.
- Provide client information to Agency case management staff, where appropriate, in an integrated, collaborative effort.
- Determine need for additional services and provide appropriate referrals and follow-up.
- Prepare a variety of written correspondence related to client eligibility, activity, and services provided.
- Take all appropriate actions to increase approval and retention rates.
- As authorized, represent the Agency on related committees and taskforce groups.
- Assist in the training and development of new Client Benefit Specialist employees.
- Assist with the more difficult eligibility problems and/or perform special assignments.
- Prepare and/or assist in the development of correspondence and reports.
- Assist in development of and presentation of training for subordinate personnel.
- Provide occasional back-up for co-workers.
- Mentor new workers, provide consultation to less experienced workers, and serve as a resource-person for co-workers.
- Assist in conducting regular case reviews to assure compliance with regulations and procedures.
- Based on the needs of the department, may be assigned to serve in a 'pool' capacity where a temporary assignment to another unit or office may be given.
