Definition:
Under the direction of the Housing and Community Investment Director, provide strategic leadership and guidance of department operations, programs, and staff. The Housing Authority Assistant Director of Operations has direct supervision of the Housing Programs and Compliance Manager, Regional Property Manager, Maintenance Supervisor, and other positions as assigned. The Housing Authority Assistant Director of Operations will provide a clear vision and plan for the future of the Housing Authority’s overall operational performance. May serve as Director in the absence of the Housing and Community Investment Director. This position is also responsible for the monitoring and reporting for all housing programs, including Fair Housing, Low Income Housing Tax Credits (LIHTC), HOME, City of Longmont, multi-family, 504 reasonable accommodations, and other related housing programs operated by the Longmont Housing Authority.
Principal Duties:
- Provides administrative and management staff assistance to the Housing and Community Investment Director and Interim Executive Director of the Longmont Housing Authority; conducts specific and comprehensive analyses of a wide range of policies involving organization, procedures, finance, and services.
- Assists in developing, planning, and implementing operational goals and objectives for the Longmont Housing Authority; recommends and administers policies and procedures; makes recommendations for improvement where warranted.
- Ensure the overall financial performance of the Longmont Housing Authority’s portfolio of properties and housing programs.
- Ensure the Longmont Housing Authority maintains good standing in compliance with all regulatory requirements and industry best practices. Ensures participant files are maintained in accordance with HUD regulations, LIHTC requirements, HOME, Housing Trust Fund, and other local funding program requirements.
- Represents the Housing and Community Investment Director and Interim Executive Director of the Longmont Housing Authority at meetings by making presentations to explain program or project status; answers questions or arranges for compilation of data to assist in decision-making process.
- Assists the Housing and Community Investment Director and staff in preparing and coordinating agendas and reports for regular and special Longmont Housing Authority Board of Commissioners, Longmont Housing Authority Advisory Board, and Longmont Housing Development Corporation meetings.
- Directly supervises the Housing Programs and Compliance Manager, Regional Property Manager, Maintenance Supervisor, and other positions as assigned. Establish clear goals and work plans for supervised staff and evaluate and manage performance.
- Provide effective leadership, supervision, coaching/mentorship, and development for assigned staff to meet program goals.
- Coordinates regional intergovernmental and interagency relationships and related projects.
- Actively participates in the development of the Housing Authority’s strategic plan
and strategies to achieve stated goals.
- Actively participates in development of the Housing Authority budget, monitoring expenditures and services; identifying new funding sources; and making budgetary recommendations to the Housing and Community Investment Director and Interim Executive Director and the Longmont Housing Authority Board of Commissioners.
- Fill the LHA’s Section 504 Accessibility Coordinator role, establishing uniformity of procedures and practices across all properties and the voucher program to maintain compliance with the Section 504 Policy Manual.
- Serves as a hearing officer for tenancy compliance disputes under the voucher program and properties.
- Fields resident complaints that escalate in accordance with LHA’s Pathways of Communication standards.
- Oversees coordination of file submissions to investors and stakeholders, as needed/requested.
- In collaboration with Housing Programs and Compliance Manager initiate appropriate corrective action to address compliance issues.
- Comply with federal/state/private existing and proposed funding, legislation, statutes, regulations, and industry best practices; evaluate impact on Housing Authority and make recommendations.
- Plan, organize, and coordinate the LHA’s asset management program to track program goals, partnership and funding requirements, preventative maintenance, and property conditions assessments.
- Manage special projects as assigned.
- Serve as liaison to residents on issues that are escalated to executive management. Address emerging issues in a timely manner, consistent with professionalism, integrity, and dedication expected for a public service role, mediating conflict when necessary and maintaining ethical and responsive conduct.
- Identify areas to increase resident education by meeting with residents, resident organizations, and external agencies to receive input regarding the operation of housing programs.
- Oversees the continuing research in community housing needs and prepares statistical analyses and commentaries on LHA’s ability to meet those needs.
- Lead by example demonstrating LHA philosophy, consistently upholding LHA mission, values, practices, policies, and procedures; holds employees accountable; is an active participant in strengthening the LHA team.
Working Environment:
Most work is performed primarily in a standard office environment, with some movement between office locations. Work requires visual and physical capabilities to work on computers and associated equipment for prolonged periods of time, sitting for extensive periods, continuous use of fingers and hands to operate standard office equipment, for writing and frequent light lifting, carrying, and transporting of files (under 15 pounds). Work requires continuous reading of documents, written and verbal communication in person and via telephone, detailed work, confidentiality, and performing multiple concurrent tasks. Periodic after-hours work may be required for meeting attendance. Occasional evening and weekend work may be required.
Qualifications:
Requires a combination of education and experience equivalent to a Bachelor’s Degree in Business Administration, Public Administration, Government, Political Science or related field and a minimum of two years of experience directing operational functions and staff in Section 8 Housing Administration, Property Management, or regulatory compliance; Requires a valid driver’s license and qualifying driver’s license history. Special Qualifications: Ability to do advanced math and statistical analysis is required. Ability to navigate current technology devices and software applications required. Excellent communication skills required. Negotiation and mediation skills required. Public speaking skills required. Strategic planning skills required. Ability to make decisions effectively under pressure is required. Knowledge of budgetary processes is required.
