The City of Lockport is looking for a talented individual who seeks to lead the City’s development engineering efforts. The successful candidate will be a collaborative person, working with colleagues in a variety of settings to find solutions that build relationships with City leaders, the development community, residents and internal colleagues within various departments. The City’s staff are forward facing, giving you the ability to work directly with the community on development and community projects. Being customer service oriented and a good listener while being able to make decisions that protect the City’s interests are critical functions of the position.
SUMMARY:
Under general supervision and direction from the Director of Community and Economic Development, this position performs professional, construction and development review duties for the City. Work involves planning, supervising and overseeing development engineering and building department projects in an efficient and responsible manner. Responsibilities will include review of private development and building permit projects, evaluating construction costs, new development and building permit site inspections and development close-out processes to ensure projects are completed consistent with City requirements. The successful candidate will also assist with, or review, master planning, capital improvement plans, code reviews/revisions and activities within the department as needed.

- Lead the City’s efforts on development projects from City Council approval through construction completion.
- Provide oversight of City’s consulting development engineer.
- Provides development project review services to ensure conformance with City requirements.
- Reviews estimates of private development project costs for accuracy and to determine review and inspection fees as well as surety amounts.
- Provides construction observation services for development projects to ensure conformance with City requirements.
- Responsible for development project As-Built review and coordination with City utility maps and GIS program.
- Perform final site inspections, prepare punch lists, and coordinate project close-out and initial acceptance for development projects.
- Manage and track developer surety bonds.
- Ability to drive development projects forward by working with developers, builders, contractors and others to overcome project obstacles.
- Review and/or perform NPDES and SWPPP evaluations of development projects within the City.
- Works with City mapping, surveys, aerial photography and GIS information.
- Reviews building permit submittals for conformance with City standards and coordinates with City’s Building Official, Inspector and Permit Technicians to efficiently process applications.
- Review lot grading plans and surveys on new residential construction.
- Provides development engineering inspections for specific building permit types.
- Ensure proper construction industry standards and techniques are being followed.
- Leads, in partnership with the City’s consulting development engineer, development pre-construction meetings to review City policies & expectations during development activities.
- Attends Plan and Zoning Commission meetings and prepares information, written reports and comments on agenda items as required.
- Community & Economic Development liaison to Public Works & Engineering.
- Resident point-of-contact for stormwater related issues.
- May provide information as required in the development of the City’s annual capital improvement program.
- May participate in developing general policies in consultation with the CED and Engineering team.
- May assist with department budget generation.
- May assist with training employees.
- Assist in determining the value of donated assets from development projects to the Finance Department.
QUALIFICATIONS:
- Bachelor’s Degree in Civil Engineering or related degree.
- At least 7-10 years of experience in development project engineering and/or project management work with a government office or consulting firm.
- EIT required.
- Planned progress toward achieving State of Illinois P.E. registration, if not already obtained.

Pay: $90,000.00 - $105,000.00 per year
