SALARY INFORMATION

$41,537.60 - $52,332.80 Annual Base Salary

  • Starting Salary: $41,537.60
  • After Six Months of Successful Employment: $43,721.60
  • After One Year of Successful Employment: $45,884.80
  • Maximum salary is achieved after two and one-half successful years of employment
NOTE: Annual salary adjustments may also occur based on collective bargaining agreements.

JOB RESPONSIBILITIES

Police Service Aides (PSAs) are primarily assigned to duties within the police station. PSAs will be responsible for all aspects of the care and processing from intake to discharge of persons taken into custody. This includes, but is not limited to, using lockup and detention area computer software; routine inspections for cleanliness, headcount, and contraband; finger and palm printing; processing of court documents such as warrants, inventory, and security of prisoner personal property, rostering, prisoner intake screening including the evaluation of medical and mental conditions and requirements; appearance and testimony in various courts; interact with arresting officers of this and other agencies; interactions with supervisors; confirm warrants with other agencies. PSAs process complaints, take reports in compliance with field-based reporting procedures, operate various computer software and hardware; process and file documents including the confirmation of warrants; operate LEIN devices; retrieve and process records of all types; answer and direct incoming telephone calls; make voice broadcasts over police radio equipment; intake, inventory, process and release evidence; receive and process motor vehicle accident reports; perform vehicle inspections, impoundments, and inventories. PSAs perform other related duties as assigned.

JOB RESPONSIBILITIES WHILE ATTENDING POLICE ACADEMY:
PSAs will attend and complete required training at the police academy; learn and demonstrate proficiency in state and federal laws, local ordinances, and police department policies; participate in practical exercises, including physical fitness training, firearms instruction, and emergency response scenarios; study and pass examinations on criminal law, investigation techniques, and ethical standards; maintain physical and mental readiness for law enforcement duties; and perform other training-related duties, as assigned.

MINIMUM QUALIFICATIONS AND APPLICATION PROCESS

***APPLICANT MUST SUBMIT A CURRENT PASSING PHYSICAL FITNESS TEST CERTIFICATE AS REQUIRED BELOW (#5) BY DATE OF HIRE, TO QUALIFY FOR THIS POSITION

1. Be a citizen of the United States; and
2. Be at least 18 years old; and
3. Have a high school diploma or a valid equivalency certificate by the date of the Chief's Interview Panel; and
4. Possess and maintain a current valid driver's license with a clean driving record; and
5. Possess an MCOLES Physical Agility or a United States Military (Air Force, Army, Coast Guard, Marines, or Navy) physical fitness test certificate by date of hire, illustrating successful completion, dated within the preceding 12 months of the closing date of this announcement; and
6. Possess normal hearing, and normal visual functions and acuity.

OPTIONAL QUALIFICATIONS: The following qualifications are not required for the Police Service Aide position. However, candidates who possess these additional qualifications may be considered for City-sponsored enrollment in a Police Academy:

7. Be currently enrolled in an MCOLES-approved training academy or have passed pre-enrollment requirements for the MCOLES Basic Training Academy (Reading and Writing Test, Pre-Enrollment Physical Fitness Test)
8. By the time of graduation from the upcoming Police Academy, a candidates must be 20 years of age
9. By the time of graduation from the upcoming Police Academy, a candidates must have one of the following:
o Associate degree in Law Enforcement or Police Administration
o Bachelor's degree in any discipline
o Four years of full-time, active duty military experience
o Equivalent combination of college education and active-duty military experience.

NOTE: Applicants who have attended college courses, but have not yet obtained an associate degree in Criminal Justice or Law Enforcement OR a bachelor's degree in any discipline may request a waiver of this requirement from the Chief of Police. The waiver request must include the current status of your college education including transcripts and your plan for obtaining your degree. Each request is reviewed and determined by the Chief of Police.

PARTS OF EXAMINATION AND WEIGHTS
Written Test - 50% Chief's Interview - 50%*

  • Qualified applicants with the highest passing score on the written test will be invited to the interview part of the examination in groups of at least 10, as necessary. Applicants must pass the written test and interview parts of the examination to be placed on the eligible list.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
Modern office methods, procedures and equipment, including use of computers; accounting; accounting and statistical data record keeping; clerical procedures including statistical research, and administrative report writing; policies, procedures and functions of a law enforcement department; processing and maintaining law enforcement reports and records; operating procedures for law enforcement related office machines.

Ability to:
Compile, maintain, process and prepare a variety of records and reports including statistical records and reports; interpret and apply a variety of laws, codes and departmental rules and policies; work independently and use good judgment in providing support services; work tactfully and courteously with others in answering questions, disseminating information and providing assistance to others; establish and maintain cooperative working relationships; maintain confidentiality of information.

NOTE: Upon offer of employment, applicants are required to pass a background investigation by the police department, a psychological evaluation conducted by a City authorized psychologist, and a complete pre-employment medical examination, including drug testing, conducted by a physician authorized by the City of Livonia.

PURPOSE: The purpose of this examination is to establish an eligible list to fill current, future, regular, and/or temporary vacancies.

PROBATIONARY PERIOD: Appointees must satisfactorily complete a one-year probationary period before the appointment will be considered regular.

Employees receive vacation and sick time based on their years of service. Upon completion of the first six months of employment, employees are also entitled to three personal business days each calendar year.

There are thirteen paid holidays each calendar year: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Veteran’s Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, Christmas Day, and New Year’s Eve. Three out of every four years, Election Day is also a paid holiday.

MEDICAL BENEFITS
Medical and prescription drug coverage is offered through Blue Cross Blue Shield of Michigan and is available to employees and their eligible dependents. An employee has the choice between three Community Blue PPO plans and pays a monthly premium determined annually during each open-enrollment period which is in January of each year. New employees are eligible for medical coverage the first of the month following 30 days of employment.

The City also allows full-time employees who have health insurance through another provider to opt out of the City’s medical coverage and receive $1,000 per year (paid monthly) in lieu of coverage.

DENTAL & VISION
Dental and vision insurance are also available for regular employees through Delta Dental and EyeMed, respectively. The employee pays a monthly premium determined annually during each open-enrollment period which is in January of each year. New employees are eligible for these insurances the first of the month following employment.

LIFE INSURANCE
The City offers a life insurance policy for its employees that is at no cost to the employee. The coverage amount is equal to the employee’s annual pay rate rounded to the next higher even thousand, unless it already is an even thousand, and add $1,000. Coverage begins the first of the month following 30 days of employment.

DEFINED CONTRIBUTION PLAN
For Police Service Aides, the City offers a Defined Contribution (401a) plan. Employees contribute 4% with a contribution rate of 12% from the City. Contributions for new employees begin six months from the date of hire. The City’s contributions and earnings on those contributions are vested after four years of service.

Employees may also participate in a Deferred Compensation (457) plan.

Should a Police Service Aide be promoted to Police Officer, they will participate in the City’s Defined Benefit plan upon promotion.

RETIREMENT HEALTH SAVINGS PLAN
The City has established a Retirement Health Savings Plan for employees to assist with healthcare related costs in retirement. The employee contributes 2% of their pay and the City contributes $90 per paycheck to this Plan. The City’s contributions and earnings on those contributions are vested after four years of service.

VOLUNTARY SUPPLEMENTAL BENEFITS
Employees are eligible to enroll in the City’s voluntary supplemental benefit program which offers accident, critical illness, hospital indemnity, and short-term disability coverage along with, identity theft protection and legal assistance.

JACK E. KIRKSEY RECREATION CENTER MEMBERSHIP
All regular employees are eligible for a complimentary membership to the Jack E. Kirksey Recreation Center. Employees may also pay the difference in cost to upgrade their membership to add additional members of their household.
