SALARY INFORMATION
$62,920.00 - $73,403.20 Annually
- Starting Salary: $62,920.00
- After Six Months of Successful Employment: $64,188.80
- After One Year of Successful Employment: $65,374.40
- Maximum salary is achieved after four successful years of employment.
NOTE: Annual salary adjustments may also occur, based on collective bargaining agreements.
JOB RESPONSIBILITIES
The Personnel Analyst I is responsible for performing HR and Civil Service-related duties and works closely with senior HR management.
An employee in this classification prepares and conducts open-competitive and promotional examinations for non-public safety positions. This includes creating and modifying job postings, screening and selecting applicants, reviewing and recommending appropriate validated test instruments for selection procedures; and ensuring all steps of the examination process are conducted in accordance with the Civil Service Rules & Regulations and any applicable collective bargaining agreements.

Additional responsibilities include:
- attend recruitment events on behalf of the City
- act as a Community Outreach liaison with local schools
- compile wage, salary, and benefits data for compensation studies
- oversee one or more of the employee benefit and governmental compliance programs
- may participate in the development and administration of employee training programs
- respond to Freedom of Information Act requests
- research and prepare special reports and recommendations regarding Human Resources, policy, and personnel subjects
- provide back up support in the following functional areas: benefits administration, employee relations, training, performance management, policy administration, and employment law compliance
- perform related duties as assigned.
Occasional nights and weekends are required.
MINIMUM QUALIFICATIONS AND APPLICATION PROCESS

- Be a citizen of the United States or resident alien with the right to work in the United States; and
- Have a bachelor’s degree from an accredited college or university with a major in Human Resource Management, Public or Business Administration, Psychology, or a closely related field, and

One of the following:
- Have a minimum of four years full-time paid work experience in a professional Human Resources or related position with duties and responsibilities including employee position/classification plans; compensation and benefit administration; recruitment, testing and selection procedures utilizing statistical applications; new hire orientation, developing and conducting training programs; overseeing governmental compliance programs such as occupational safety, equal employment opportunity reporting, unemployment compensation; and employee/labor relations; OR
- Have a master’s degree in Human Resources Management and two years full-time paid work experience in a HR Generalist or similar position; and
- Experience using software packages including Microsoft Word, Access, Excel, and PowerPoint for spreadsheets, data retrieval and statistical analyses, and employee/applicant tracking systems is required.

Knowledge of:
- Civil Service Rules and Regulations
- City of Livonia collective bargaining agreements, compensation plan and charter
- Civil Service Department rules, policies, and procedures
- Principles of public administration and governmental organization
Skills and Ability to:
- Administer various human resource and Civil Service plans, policies, and procedures and assist in the development and implementation of policies and procedures
- File EEO 4 report bi-annually, and maintain other records, reports, and logs to conform to EEO regulations
- Assist Director with employee relations issues and counseling
- Maintain City organization charts
- Recommend new approaches, policies and procedures to continually improve the efficiency of the department and services performed
