Job Objective & Safety/Security Sensitive Designation
This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.
JOB OBJECTIVE: To operate medium and heavy earth moving equipment and perform skilled work in the preparation, construction and maintenance of roads and grounds and other related projects to include pouring concrete, repairing and erecting structures, including pavilions, throughout City of Little Rock parks.
Essential Functions
- Operates medium and heavy earth moving equipment and performs skilled work in the preparation, construction and maintenance of roads and grounds and other related projects to include pouring concrete, repairing and erecting structures, including pavilions, throughout City of Little Rock parks.
- Operates medium and heavy equipment to include a track hoe, grader, bulldozer, and front end loader to level surfaces, excavate, load and transport dirt, gravel and other materials, fine grade and compact dirt or other materials to develop and maintain access roads and surfaces prone to erosion and other related activities; regrades and spreads dirt on surfaces after settling has occurred to facilitate drainage.
- Checks job sites for obstructions, such as above and below ground utility lines, and other structures before operating equipment; notifies spotters or truck drivers of obstructions and proper placement for dumping loads to ensure most effective spreading or compacting of dirt or other materials.
- Provides working supervision to assigned Parks Construction Workers on a project basis and instructs other equipment operators in the operation of equipment.
- Makes improvements to golf course and athletic fields such as constructing greens and tee boxes and other related improvements.
- Constructs and anchors forms for concrete work; mixes and pours concrete for projects; smoothes and levels concrete surfaces.
- Loads and secures medium and heavy earth-moving equipment on trailers for transport to job sites; drives trucks with trailers to transport medium and heavy earth-moving equipment.
- Visits work sites and reviews work orders and sketches to estimate the amount of material needed for assigned projects; notifies supervisor of materials needed; purchases materials upon approval of supervisor.
- Performs preventative maintenance and makes minor repairs and adjustments to equipment; operates steam cleaner and water hose to clean equipment; notifies supervisor of equipment breakdown or other problems.
- Assembles wood and metal components of buildings, park benches and playground equipment; operates power tools to cut and assemble cross ties and similar wooden components for playground equipment.
- Maintains job site records and completes daily report that includes time worked for each crew member, vehicle and equipment usage, equipment malfunctions, materials and supplies used and work completed on a daily and project basis; submits to supervisor.
- Maintains records of equipment maintenance, including approximate amounts of fluids, such as oil or grease needed, and hours of operation since previous servicing.
- Operates equipment requiring a Commercial Driver’s License in the performance of the essential job functions.

Minimum Qualifications, Additional Requirements and Supervisory Responsibilities
These knowledge, skills, and abilities are usually, although not always, acquired through completion of grade school and one year of experience in the operation of heavy and medium earth moving equipment. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position and must possess a valid Arkansas Class A (Commercial Vehicle) Driver's License within ninety (90) days of employment and maintain licensure for duration of employment in this position.

Health Insurance (medical, dental, vision) - The City pays a portion of the total cost of employee only health insurance. Coverage for an employee's dependents is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Vacation

Sick Leave

Sick Leave may be used for members of the employee's immediate family (spouse and children). Procedures vary by employee group. Employees in non-union-eligible classifications should consult the Administrative Personnel Policy and Procedure Manual to obtain information about family sick Leave. Employees in union-eligible classifications should consult the AFSCME Statement of Agreement and/or their union stewards.
Funeral Leave
Regular, full-time, non-probationary employees shall receive up to three (3) days [four (4) for out-of-state funerals] with pay to handle necessary funeral arrangements or related business for a death in their immediate family. Immediate family shall be defined as mother, father, brother, sister, son, daughter, grandparents, grandchildren, son-in-law, daughter-in-law, spouse, or spouse's immediate family.
Longevity Pay
Longevity pay will be paid at the rate of $3 for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year of service thereafter.
