The City of Lincoln Human Resources Information Systems team is looking to bring on a brand-new Human Resources Representative to provide administrative, operational, and customer service support for a wide range of human resources functions throughout the employee lifecycle. This position serves as a primary point of contact for employees, applicants, and departments, ensuring personnel actions are processed accurately and timely, employment records are maintained, onboarding activities are completed, and HR services are delivered in compliance with applicable laws, regulations, policies, and collective bargaining agreements. The role also supports employee relations processes, HR systems, board administration, and special projects while fostering a positive employee experience.

Key Responsibilities:
- Process and manage personnel actions, employment records, leave transactions, temporary worker assignments, unemployment claims, and employment verifications.
- Coordinate onboarding activities, including system access, employment eligibility verification (I-9/E-Verify), and new hire support.
- Maintain data accuracy within HR systems and resolve personnel and payroll discrepancies.
- Serve as the primary contact for general HR inquiries, providing professional customer service and guidance to employees and departments.
- Manage HR email communications and route inquiries to appropriate staff as needed.
- Support HRIS-related projects, reporting, and process improvement initiatives.
- Coordinate personnel board, grievance, and appeal meetings, including agenda preparation, minutes, records management, scheduling, and meeting logistics.
- Provide training and ongoing support to departmental representatives regarding HR processes and procedures.
- Assist with front desk operations, mail distribution, employee recognition programs, and other administrative support functions.
- Perform special projects and other related duties as assigned.

Minimum Requirements
Graduation from high school or equivalent including or supplemented by courses in business practices and six months of experience in general typing and clerical work; or any equivalent combination of training and experience that provides the desirable knowledge, abilities, and skills.
Salary : $56,410 - $72,010
