The City of Lilburn is seeking qualified candidates for the position of Municipal Court Administrator. This position is responsible for the operations of the Municipal Court to include maintenance of court records, citations, and all other court related records and reports as well as managing all other administrative support duties of the Court. This position reports directly to the Assistant City Manager.

Qualifications

PHYSICAL DEMANDS The work is typically performed while sitting at a desk or table, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects. The work is typically performed in an office. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over 2 court clerks and a Deputy Municipal Court Administrator. MINIMUM QUALIFICATIONS • Bachelor’s degree in criminal justice, Public Administration or related field with 2 years of related experience, or any equivalent combination of education and experience necessary to perform the essential duties of the position. • Possession of or ability to readily obtain GCIC/NCIC certification within ninety (90) days. • Possession of or ability to obtain a Certificate of Court Administration is highly desirable. • Must pass an in-depth pre-employment background investigation to include credit history due to the nature of the position and relevant fiduciary responsibilities. PREFERRED QUALIFICATIONS • Bi-lingual in Spanish preferred but not required.

Special Requirements

JOB DUTIES AND RESPONSIBILITIES: • Maintains court records, citations, and other records as required. • Manages and attends Municipal Court and processes all citations including coding, entering dispositions into docket, and records tracking by computer citation file. • Serves as department head, developing, analyzing, and implementing court policies and procedures to ensure compliance with all state and local laws governing municipal courts. • Processes contempt warrants including noting bond amounts on warrants, notifying defendants that a warrant exists, and preparing DPS-912 forms. • Receives and processes all bonds and fines, including distribution of all state-mandated fees payable to other agencies. • Monitors and maintains internal financial controls for the receipt of fines, fees, and bonds; prepares end-of-day cash reports, verifies deposits, and reconciles all court financial accounts. • Responsible for all Municipal Court correspondence concerning citations, dispositions, and subpoenas. • Maintains monthly and annual statistics of all citations. • Serves as Terminal Agency Coordinator (TAC) for the Court. • Research, compile, and analyze court statistical data; prepares and submits required monthly and annual reports to the state and City Manager. • Coordinates community corrections components, including probation services. • Acts as the court liaison with the Police Department, other city departments, probation services, bond companies, and other state/county agencies. • Processes and forwards final dispositions to GCIC and Georgia Department of Motor Vehicle Safety. • Manages and maintains the court’s automated case management system, ensuring proper data integrity, and manages updates or implementation of new court software. • Manages the preparation and organization of court dockets and calendars. • Manages the court's records retention in accordance with the Municipal Court Retention Schedules as outlined by Georgia Archives. • Maintains supplies for the court. • Assists with developing the annual budget. • Runs driver and criminal history through the GCIC computer and gathers other case-related materials needed for prosecution of cases. • Performs the full range of supervisory duties for court staff, including recruitment, selection, training, and professional development. • Supervises the work of clerical personnel assigned to the court; prepares performance evaluations. • Provides administrative support to the Municipal Judges as needed. • Provides notary services. • Certifies court records and testifies in court as required. • Performs other related duties as assigned. REQUIRED KNOWLEDGE & SKILLS Knowledge of: • The functions and procedures of Municipal Court. • Modern office and business administration practices and procedures.

The expected starting salary for this position will be determined based on the qualifications of the selected candidate. The City offers a comprehensive benefits package, including health, dental, and vision coverage. Life insurance and long-term disability benefits are paid by the City. The City participates in the Georgia Municipal Association (GMA) Employee Retirement a Deferred Compensation 457(b) plan.
