The anticipated starting salary range for this position is $47,584.06 - $54,603.81 depending on qualifications and experience. Full salary range is $47,584.06 - $64,852.20. This position is eligible for full benefits beginning on the employee's first day, including medical/dental/vision, PERSI Retirement, sick leave, vacation accrual, holiday pay, and more.

Job Summary:

Under the direction of the Street Maintenance Supervisor and Stormwater Coordinator, perform intermediate unskilled and semi-skilled work on a variety of public works assets including, but not limited to utilities construction, sidewalks, stormwater structures and facilities: maintenance and repair projects; occasionally operate a variety of equipment, in connection with assigned tasks.

Essential Job Functions:


Perform specialized duties in the construction, maintenance and repair of City streets, alleys, and right of ways. Participate in the performance of asphalt overlays, paving, hot and cold mix pavement patching, seal coating, sealing cracks and other related repair of asphalt paved surfaces.   


Perform a variety of construction projects including storm system and concrete pavement repair. Concrete work will include building forms, mixing, pouring and finishing concrete. Storm system work will include repair, building or replacement of catch basins; excavation with heavy equipment and repair, replacement or installation of new culverts or pipes.


Perform specialized duties in the routine maintenance of City storm water collection, conveyance, and detention and retention systems. Clean and maintain storm system catch basins, lines, culverts, oil and grit separators, drainage ditches, swales, and ponds. Perform visual inspections of and clear obstructions from stormwater inlets during rain events. Use jet line, pole, and push cameras to video stormwater lines and culverts to assist with determining pipe condition, maintenance and repair needs. Assist with inventory data collection and mapping updates. 


Complete and document stormwater inspections for construction projects throughout the City. Complete and document construction and post-construction inspection of infrastructure (roads, pipes, channels, ponds, etc.). Assist the Stormwater Program Manager with all aspects and duties related to the implementation and management of the City’s MS4 Program.


Operate a street sweeper and flush truck to remove dirt and debris from City streets; Cut streets and sidewalks with a jackhammer, pavement saw, or pavement grinder. Load waste material into dump trucks and transport to a dumpsite. 


Operate a variety of specialized equipment including an asphalt mixing pug mill, asphalt paver, asphalt distributor, chip spreader, crack sealing equipment, backhoe, snow plow, liquid deicer distributor, dump truck, front end loader, road grader, steel drum and rubber tired rollers, flush truck, street sweepers, jet truck, boom truck, skid steer loader, asphalt pavement grinders, and forklift; power hand tools such as jackhammers, pavement saws, chain saws, and trench compactors.  


Dig trenches to proper survey grade and line, backfill excavations manually or with equipment, assist in the cleanup of job sites, and perform general cleanup within City right of ways or other areas and required.  


Respond to, and assist with construction and maintenance with other City departments as assigned; Remove tree limbs, litter and debris from roadways that are determined to be obstructions or safety hazards; Participate as required for response to emergency situations such as winter storm events, flooding, road obstructions, and pavement damage.

Maintain inventory of tools, equipment and supplies on maintenance vehicles. Perform safety inspections according to established procedures and perform preventative maintenance on assigned vehicles, equipment or tools. Assure all assigned vehicles, equipment and tools are maintained in a clean, safe and proper working condition. Perform fabrication and repair welding as needed.   


Operate computers and tablets utilizing a variety of software and applications including, but not limited to, Microsoft Office, Cartegraph OMS, Google, and GIS applications. Perform data entry recording the installation, maintenance and repair of Street Maintenance’s assets. Prepare and maintain a variety of electronic and written records and reports related to those same assets as well as assigned duties and equipment maintenance.   


Utilize work zone traffic control devices and flag traffic in accordance with accepted City standards.  


Assist in the estimation of materials needed for the repair of streets and storm systems. 


Perform other related duties as required.


Other Job Functions:


Assist Traffic Services Technicians with: a variety of construction and maintenance duties involving pavement marking and sign construction, repair and maintenance; Installation, repair and maintenance of street lights and traffic control devices such as traffic control signals; Clean and maintain painting stencils and equipment; Installation, maintenance, and repair of traffic control signs and posts, including regulatory warning, school, construction and other signs.

Minimum Qualifications:


EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from high school or G.E.D. and two years of entry level work performing street maintenance and construction. Related Stormwater experience operating a Jet Vac or Vacuum truck preferred.


LICENSES AND OTHER REQUIREMENTS:

Possession of a Class B driver's license with a tank endorsement and without transmission or air brake restrictions; or the ability to obtain one within 12 months of hire, with an acceptable driving record. State of Idaho approved flagger card (obtained within 6 months of hire), Traffic Control Technician Certification (obtained within 18 months of hire).


KNOWLEDGE OF:

Construction and maintenance procedures, practices, equipment, and materials utilized by the Street Maintenance Division for the repair of City streets, alleys, storm systems, and traffic regulation structures.

Proper and safe operation, use, and care of tools and equipment utilized by the Street Maintenance Division.

Department, City, State and Federal policies, procedures, codes, regulations and standards applicable to the Street Maintenance Division.

Operation and use of computers and tablets and applicable software and applications.

Local topography and geography.

Federal MUTCD traffic manual, including work zone traffic control.


ABILITY TO:

Perform a variety of specialized duties in the construction, maintenance and repair of City streets, alleys, storm systems, and entry level duties related to traffic regulation structures.

Learn to skillfully operate specialized tools and equipment utilized by the Street Maintenance Services Division.

Learn layout of the City road, storm system infrastructure and traffic regulation systems infrastructure. Understand and implement the Snow Response Plan.

Read, interpret, and understand GIS mapping and asset management information.

Understand and follow oral and written directions.

Work cooperatively with others.

Periodically work independently with little direction or supervision.

Determine appropriate actions within clearly defined guidelines.

Meet schedules and timelines.

Respond to 24 hour emergency situations when needed or be on call as required.

Perform heavy physical labor.

Observe all health and safety regulations.

Inspect facilities and systems for maintenance and safety.

Observe legal and defensive driving practices.

Working Conditions:


ENVIRONMENT:

Work is primarily performed outdoors, subject to extreme hot and cold weather while performing the duties of this job while being exposed to changing weather conditions such as rain, sun, and snow, you will be regularly exposed to wet and/or humid conditions; will regularly work in confined spaces, pits, open excavations, and be exposed to loud, heavy vehicle traffic areas on urban streets.


PHYSICAL ABILITIES:

Heavy lifting and carrying up to 60lbs.; sitting standing, walking for extended periods of time; reaching, overhead above the shoulder and horizontally; climbing, bending at the waist, walking over rough or uneven surfaces; pulling, pushing; climbing into heavy equipment and vehicles; digging and performing heavy physical labor for extended periods of time; dexterity of hands to operate vehicles, power tools, equipment, computers and tablets and seeing to safely operate the same.


Prior to employment, employee must clear a criminal background check and a pre-employment drug screening.

This position is subject to the Department of Transportation random drug testing.


HAZARDS:

Exposure to hot asphalt, dirt & dust; working around machinery having moving parts; working around moving equipment and high speed vehicular traffic; fumes from vehicle and equipment operation, oil, paints, solvents, gasses, asphalts and other potentially hazardous materials; limited exposure to working heights up to 30-feet, electrical power supplies and high voltage.
