Under general supervision, the Payroll Specialist is responsible for accurate and timely processing of multi-department payroll in compliance with city policies, collective bargaining agreements, meet and confer agreements, and applicable state and federal regulations. This position works collaboratively with department representatives to ensure payroll data integrity, resolve discrepancies, and support reporting needs.
This role requires strong attention to detail, sound judgement, and the ability to manage sensitive information with discretion.

Please note that the hiring range for the Payroll Specialist II will be $27.52 to $33.02
Essential Duties & Required Qualifications
Required Education and Experience
- High school diploma or its equivalent, AND, a minimum of three years of full-time related experience in finance, payroll, and/or accounting.
- Valid TX driver’s license or equivalent from any other US State.
- Four or more years of full-time related experience in finance, payroll, and/or accounting.
- One or more years of full time processing computer-based payroll at a city, county, or state entity.
- Associates degree or higher from an accredited college or university in a related field.
- Experience working in Tyler ERP Pro 9 (Incode 9).
- Experience working in NeoGov.
- Experience working in Excel.
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP).
Knowledge, Skills & Abilities
- Ability to follow detailed verbal and written instructions.
- Ability to read and interpret documents such as personnel policies, agreements, and procedure manuals.
- Ability to communicate with other employees and the public in a courteous and diplomatic manner.
- Skill in handling multiple tasks and prioritizing.
- Analyze situations and adopt quick, effect, and reasonable courses of action.
- Knowledge of methods and techniques for record keeping and report preparation and writing with proper punctuation, spelling and grammar.
- Skill in using computers and related software applications.
- Skill in data analysis and problem solving.
