Summary:

The Municipal Services & Operations Specialist is responsible for designing, coordinating, implementing and evaluating programs, projects, technologies, data collection and other specialized activities impacting wastewater and water infrastructure, processes, systems and data management. This candidate may assign, direct, and supervise employees based on assigned area of responsibility. Additional responsibilities include monitoring, planning, and evaluating operational and maintenance activities, residuals management, controls and technical improvements; and providing responsible and complex staff assistance.


Essential Functions Include, but not limited to:

  • Develops, designs, coordinates, implements and monitors projects, programs, treatment processes, technologies, and data management strategies impacting field operations delivery of collections and disposal systems.
  • Provides analytical and technical assistance to supervisory and management staff to facilitate and improve process controls, treatment, system operations and data management.
  • Plans, prioritizes, assigns, schedules, supervises, and reviews the work of staff responsible for treatment operations, maintenance services, field activities and other system activities.
  • Assists with the development and implementation of goals, objectives, and procedures, including schedules and methods for providing services and operations, as well as input on policies and procedures.
  • Participates in the selection of assigned staff; provides or coordinates staff training; evaluates employee performance; works with employees to correct deficiencies; implements discipline procedures as requested.
  • Monitors and develops applicable safety procedures; ensures safe work practices by employees. Conducts routine meetings to review safety practices and procedures.
  • Maintains a clean, safe workplace and adheres to safe work practices, including all departmental safety and security programs and procedures.
  • Stay abreast of technological changes or advancements; read and interpret technical publications and manuals; research new resources, programming and processes.
  • Perform other duties as assigned.

 

Qualifications:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

 

Experience

At least two years of increasingly responsible experience in relevant areas, including but not limited to, water/wastewater treatment process, field operations, computer programming, laboratory analysis, project design and inspection, mapping, warehouse/inventory operations, farm management, residuals disposal, and distribution/collections systems.

 

Training

Education equivalent to the completion of the twelfth grade required. Training in mechanical systems, building trades, equipment maintenance, water/wastewater treatment operations (or equivalent knowledge of biology, chemistry, microbiology or related field) preferred.

 

License and Certification Requirement

Possess an appropriate, valid driver’s license.

To maintain employment, must possess a valid and appropriate:

  • Class II Certification (or equivalent) within 24 months of the first eligibility date for obtaining certification and
  • Class IV Certification (or equivalent) within 42 months of the first eligibility date for obtaining certification date.

Certifications to be obtained through Kansas Department of Health and Environment, Association of Boards of Certification or other appropriate certifying agency.
