Position Summary

The City Clerk serves as the official custodian of municipal records and provides administrative support to the Mayor, City Council, and City Administration. This position is responsible for maintaining official records, preparing meeting materials, ensuring compliance with applicable laws and regulations, coordinating public records requests, and supporting transparent and efficient municipal operations. The City Clerk serves as a key liaison between elected officials, staff, and the public while maintaining the integrity of the City's records management processes.

Essential Duties and Responsibilities

  • Serves as the official custodian of all municipal records, ordinances, resolutions, contracts, and legal documents.
  • Prepares, assembles, and distributes agendas and supporting materials for City Council meetings, workshops, and special meetings.
  • Attends City Council meetings and prepares accurate minutes of all proceedings.
  • Maintains official minutes, ordinances, resolutions, and other permanent records in accordance with state retention requirements.
  • Publishes legal notices, public hearings, and advertisements as required by law.
  • Coordinates and responds to requests made under the South Carolina Freedom of Information Act (FOIA).
  • Maintains and updates the municipal code of ordinances.
  • Administers oaths of office and maintains records of elected and appointed officials.
  • Serves as liaison between elected officials, department heads, and staff.
  • Maintains records retention and destruction schedules in compliance with applicable laws and state requirements.
  • Serves as the designated records management coordinator for the municipality.
  • Maintains electronic and physical records management systems and ensures proper archival of municipal records.
  • Assists with preparation, implementation, and administration of municipal policies and procedures.
  • Provides administrative support to the Mayor, City Council, and City Administration.
  • Supports the preparation, organization, and distribution of council packets through electronic agenda management systems.
  • Coordinates annual filings, certifications, and reports required by state agencies and municipal organizations.
  • Assists with election-related filings and documentation for municipal elections, as applicable.
  • Serves as a Notary Public for municipal business, as permitted by law.
  • Maintains transparency and public access to municipal records and meeting information through the City's website and other communication platforms.

Knowledge of

  • Municipal government operations and procedures.
  • Applicable federal, state, and local laws governing municipal records and meetings.
  • South Carolina Freedom of Information Act requirements.
  • Public records and open meetings laws.
  • Records management and retention practices.
  • Electronic records management systems.
  • Agenda management and meeting software.
  • Modern office practices, procedures, and equipment.
  • Microsoft Office Suite, including Word, Excel, Outlook, and PDF management software.
  • Principles of customer service and public administration.

Ability to

  • Prepare clear, accurate, and professional records, reports, minutes, and correspondence.
  • Maintain confidential and sensitive information.
  • Interpret and apply laws, policies, regulations, and procedures.
  • Organize and prioritize multiple assignments while meeting deadlines.
  • Communicate effectively, both orally and in writing.
  • Exercise sound judgment, professionalism, and discretion.
  • Work independently with minimal supervision.
  • Learn and utilize municipal software systems and technology tools.

Minimum Qualifications

  • High school diploma or GED required.
  • Three (3) years of progressively responsible administrative, records management, executive support, or governmental experience preferred.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications

  • Experience in municipal, county, or state government.
  • Experience preparing meeting agendas, council packets, and official meeting minutes.
  • Experience with records management and public records compliance.
  • Current South Carolina Notary Public commission or ability to obtain within six (6) months of hire.
  • Associate's or Bachelor's degree in Public Administration, Business Administration, Political Science, Communications, Records Management, or a related field preferred.
  • Certification as a Municipal Clerk (CMC) or willingness to pursue professional certification preferred.
  • Proficiency in Microsoft Office and electronic records management systems.

Working Conditions

Work is performed primarily in an office environment with frequent interaction with elected officials, staff, and the public. Attendance at evening City Council meetings, workshops, and special meetings is required. Hiring salary will be commensurate with the successful candidate's qualifications and relevant experience, within the City's approved salary range.

Pay: $17.00 - $21.00 per hour
